Responsible for maintaining compliance across the multiple layers of State, Federal, and local housing programs within DKD's portfolio. Overseen over 13 Conventional, HUD Section 8, Tax Credit, and BMR properties with over 1,600 units in the past 25 years. Tan and guide Property Managers in qualifying applicants, initial certification, annual recertification, waiting list, application intake, denial process, and file setup. Review and approve all move-in applications for all assigned properties. Monitor all aspects of recertification process for all assigned properties and ensure that the California Tax Credit Allocation Committee (CTCAC) and other regulatory required first certification performed on anniversary move-in date and recertification completed accurately and within the established time frame. Complete final audit of certification(s) after Property Manager submits for review to ensure that all income and assets were verified. Review resident files after each move-in and/or recertification to ensure that all compliance forms were prepared correctly, all forms were signed and dated properly, and the file is structured in accordance with established guidelines. Prepare and disseminate a written report (e.g. file discrepancies, corrections to be made) to Regional Manager and Property Managers assigned to the property for corrections and prepare responses to audits finding for all assigned properties. Works with site staff and reviews reports and supporting documentation as required (annually, quarterly, monthly, etc.) in preparation for submission to HUD, TCAC, MHP, owners, investors, etc. to ensure compliance. TRAC review, and run/submit voucher for the HUD Section 8 based set aside properties. Fully abstracted all leases and entered all pertinent information into the peak management and Onesite systems in the absence of office staff. Follow up on the emails from regulatory agencies, review the corrections to ensure that they are submitted correctly. Track all reports, systems and processes to build capacity and efficiency. Deep knowledge of state and federal housing program regulations. Conducts audit of the resident files, in conjuction with the Property Portfolio Supervisor, in advance of all TCAC inspections and HUD MOR audits.
