Direct, control and coordinate all logistics and deployments for Horsham Air Guard Station. Analyze resources to ensure essential equipment and supplies are on hand or acquisition is in progress. Identify logistics limiting factors and determine viable short-term workarounds and long-term resolutions. Brief leadership on plans and status of the movement of personnel and equipment during deployments or exercises. Manage and coordinate all intra-service and inter-governmental support agreements impacting organizations residing on Horsham Air Guard Station.
Manage the life-cycle of telecommunications programs from conception and engineering through installation, testing and customer acceptance. Conduct engineering surveys of potential contracts and assess capabilities needed to perform on prospective projects by weighing the scope of the project against unit capacity and resources. Analyze the program, estimate a budget and report the program cost. Work directly with finance partners to obtain funding. Coordinate and plan the integrated activities between the individual work centers contributing to the finished product. Supervise program schedule, to include specific milestones of each work-center, and ensure technical performance and materials meet quality standards. Maintain surveillance over production operations. Manage all over and above work requests, ensure proper authorization and coordination. Disseminate relevant information among stakeholders and communicate issues in a timely fashion to coordinate rapid resolution.
Manage, direct and evaluate all logistics functions related to electronic telecommunication engineering and production. Ensure teams are properly equipped to meet designed objectives. Oversee all supply chain activities and procurement operations, ensuring required equipment, tools and materials are on hand. Authorize purchases and maintain communications with the Contracting Office. Review contracts and cost proposals and verify/certify quality assurance and contract accomplishment for payment. Control an all-encompassing resource program—manage all operating funds, to include purchase request approvals, travel authorizations, request and allocation of resources for team members traveling to work on projects. Calculate operating budgets and cost proposals for communication projects. Coordinate all aspects of personnel and equipment deployment: preparation, transportation, in-transit visibility. Perform risk analysis and develop strategies to mitigate limiting factors or threats. Develop programs and processes to maximize efficiency of operations and earned value. Analyze and report the status of operations and performance. Leverage the utility of Microsoft software and other enterprise software to analyze and report status, readiness and financial reports. Hire, supervise, train and conduct performance reviews on subordinate employees.
