Police Reform

  • Working with a coalition of community, unions, legislators, previously incarcerated individuals, defense attorneys and others, developed a historic police reform plan. Together we examined existing policy addressing community policing, training, staffing, traffic stops, arrests and search warrants, crisis response and police accountability. We developed initiatives, strategies and policies that will fundamentally transform the relationship between the police and the communities they serve.

Consent Decree and Settlement Agreement

  • Working with the Department of Justice and the community, we made significant progress on a long standing Consent Decree and Settlement Agreement. Department Policy Changes

Crisis Response

  • Implemented 911 call diversion- collaboration between police and crisis hotline social workers. 911 Operators were trained and directed to assess and divert calls that do not need a police response.
  • Developed and implemented SCPD and Mental Health Collaborative- a partnership between police and mental health support resources to proactively identify and refer "high utilizers" of 911 services for resources.
  • Crisis Intervention Training- Implemented nationally recognized advanced training for officers to better respond to individuals undergoing mental health crisis.

Community Engagement Initiatives

  • Instituted "park and walk" initiative requiring patrol officers to engage with community members outside of enforcement activities at least once per shift.
  • Instituted Problem-Oriented Policing model with a commitment to value community problem solvers. This shift was embedded in officers daily responsibilities, performance evaluations, promotions and transfers and executive level meetings.
  • Developed a "Transparency Hub" to allow the public access to a number of dashboards including real time traffic stop data and Internal Affairs. Employed advanced business Intelligence software and geographic information systems mapping.
  • Developed and implemented a community survey with an outside consultant.
  • Created a civilian position for a liaison to report directly to the Commissioner and help build relationships with our Hispanic Community.

Bias-Free Policing

  • Developed and implemented a robust traffic stop data platform that allowed proper collection of data fields and analysis after years of stops and starts.
  • Required collection of pedestrian stop data where an officer detains a pedestrian member of the public.
  • Contracted with an outside consultant to analyze traffic stop data and released the results publicly.
  • Developed policies to ensure proper collection, analysis and release of data.
  • Developed and implemented an "Early Warning" procedure to identify and amend atypical patterns of traffic and pedestrian stops to address disparities.
  • Developed "Safety First" campaign to address disparities in traffic stops for equipment violations in communities of color. For first time violations, drivers are given a warning and educational resources to promote road safety.
  • Implemented annual training for all sworn officers in bias-free policing. This training was recognized by the DOJ as a national model. SCPD traveled to St. Louis to train the Ferguson Police Department.
  • Invited community members to participate in and observe bias-free policing training, language assistance training, and use of force training.

Officer Accountability

  • Created a civilian oversight review process.
  • Began a process to deploy body worn cameras to 1,600 patrol officers.
  • Increased Internal Affairs investigator staffing.
