Functioned as the Cost Engineer for the New Site Build scope of work for the Baltimore/Washington Market for the AT&T project under the Turf 1.0 contract. Created and submitted Order of Magnitudes for the Market New site build team in the AT&T NORAD system. Tracked the OOM status, PO creation, and invoice status daily. Revised the New Site Build cost system to stream line the process for the team. Worked closely with the internal teams (Engineering, Construction, Site Acquisition, Contracts, and Procurement) to assure all scope covered on each cell site. This group built on average 45-60 New Sites a year for AT&T.
Functioned as part of the Market Project Controls team for the Oklahoma City Market for the Cox Communications Cellular Build out. Worked as a seconded employee to Cox working to manage the schedule and costs for the build. Developed the baseline schedule for 200 sites and assisted in the management of the contractors to meet the baseline schedule. Reviewed contractor costs and recommended the approval of these costs to the Cox Project manager. Tracked costs within the market by contractor to complete accurate reporting to the Cox staff. Assisted the Site Acquisition team with the FAA, FCC, and AM studies as required and worked closely with the Cost regulatory team to insure accurate and timely filings.

Worked along side construction to assist in the coordination of site bid walks. Reviewed and approved all contractor bid tabs prior to construction start, assuring PO coverage and initial cost estimate accuracy. Managed the schedule for the market within the AT&T application CASPR.
