  • Planned, developed and coordinated EOC activities and response to all hazards emergency and disaster conditions involving natural and man made disasters and emergencies.
  • Developed and maintained program elements of the District's Emergency Operations Plan (EOP) in accordance with federal and state requirements.
  • Reviewed and evaluated local, state and federal laws and regulations as they related to disaster and emergency response program elements.
  • Researched, analyzed and developed emergency preparedness procedures, efforts and resources for all District locations, including plans for three different campuses in vastly different environments.
  • Coordinated with cities and counties in developing District's emergency response plans and in identifying resource needs and coordinating mobilization during emergency events.
  • Planned, maintained and coordinated activation of Emergency Operations Center facilities and equipment.
  • Conducted regular operational readiness checks of EOC equipment and supplies, including communications devices, computer hardware and software and generators.
  • Created and updated position specific manuals for EOC position leaders.
  • Assessed needs, designed layout and purchased equipment for the District's Emergency Operations Center (EOC).
  • Planned, organized and directed District disaster exercises and drills collaboratively with other city and county agencies, and in accordance with applicable state and federal requirements.
  • Provided training and guidance to exercise participants and District staff members responsible for staffing the EOC and IMT teams.
  • Complied documentation and created detailed reports including After Action Reports (AARs) and grant applications.
  • Developed and presented inservice and training programs for District personnel including demonstrations in area of emergency management preparation and mitigation efforts.
  • Managed budget of over $3,000,000 for areas of responsibility, which was accomplished by utilizing knowledge of governmental accounting, finance principles, budget preparation and development, and purchasing methods.
  • Served as liaison with federal, state and local entities, including FEMA, CalEMA and local public safety departments.
  • Collaborated with numerous on campus departments to develop, maintain and update Disaster Recovery Plans, building and campus evacuation plans and standard operating procedures.
  • Assessed District training needs and developed training programs that met all applicable guidelines and requirements.
  • Completed numerous FEMA trainings, including ICS 100,200,300,400,700 and 800 AllHazards Incident Commander Training and coursework at the Emergency Management Basic Academy at FEMA's Emergency Management Institute in Emmitsburgh, MD.
