Skills
Work History
l,ead, 09/2016 to 11/2016
CECW-EC U.S. Army Corps Engineers
  • Experience which provided extensive knowledge in all aspects of structural, mechanical and electrical engineering studies and designs pertaining to hurricane protection, flood control, navigation, coastal restoration, and related water resource development activities: and Experience directing the work of professional and technical employees engaged in accomplishing the mission of the organization, which includes planning and designing civil works projects; and Experience working with local interest groups, state and other Federal agencies through personal and telephone contacts and/or correspondence; attends meetings and conferences to discuss project plans, and changes thereto, and renders advice and guidance on matters relating to designing civil works projects.
  • Ms.
  • Kline has over seven years of experience with these qualifications in her work on PCCP and LBSB.
  • These are some examples that demonstrate her experience corresponding to the points above: While working on the PCCP project she has had technically complex experience with welded pipe piles, open cell walls, electrical enclosures, electrical and mechanical equipment design used to operate pumps, and hurricane and event intermediate designs.
  • She has a unique understanding of the Corps criteria and industry standards and how they are applied to successfully design all the elements of a pump station.
  • While working on the New Orleans East and Metro projects she inspected steel frames with cracks, verified fatigue cracking of temporary bridge panels, and oversaw a pull test quality assurance program for adjoining new T-walls to portion of existing T-walls.
  • While working on LBSB she oversaw all elements of the structural design and participated in weekly meetings with navigation representatives.
  • She oversaw the remedial work on the sector gate to re-set the hinge plates and insert galvanized shim plates.
  • She did extensive destructive and non-destructive testing of the barge gate failure.
  • This failure was due to the barge gate being set down on debris during operation by the Contractor.
  • The crack was a punching shear failure that was arrested by an interior knee wall.
  • The repair was a one foot additional slab with doweled rebar connectors.
  • She provided technical support for several TRS (temporary retaining structures), road way flood gates, and various other structural components of HSDRRS projects.
  • Through her work with the DCE team she has an understanding of the lessons learned for rock anchors, tainter gate construction, drilled piers, composite decks in buildings, as well as the USACE and industry standards that form the basis for these structural elements.
  • In addition to flood related structures, she is a certified bridge inspector and understands the AASHTO bridge design standards.
  • Structural design of bridges shares several elements with the structural design of flood related structures and many of the same failure modes and risks to design life performance are the same even though the use and purpose of the two structure group types are different.
  • Such concerns as concrete condition categorization, concrete quality in placement, steel fabrication, steel corrosion, steel material types and member uses all apply to both structure types.
  • Ms.
  • Kline's studiedstructural analysis; both hand calculations and numerical analysis and understands the limits and uses of design applications.
  • During her work on PCCP Ms.
  • Kline has had a large (about sixteen) engineers reporting to her on the project.
  • She held weekly meetings with the team to focus the engineering tasks and coordinate between disciplines.
  • She coordinates one-on-one or in small groups with the design professionals on the technical issues and ensures the project was meeting USACE standards for structural, mechanical, electrical, hydraulic, civil, geotechnical, surveys and material design life.
  • She coordinated with subject matter experts for open cell design and was a proponent for the required quality.
  • The DOR optimized their design, and as a result, they added two plastic hinges the wall design.
  • This is a high risk design concept, and through her work with the structural subject matter experts and the PCCP PDT, the open cell walls performed well.
  • She provided technical support to the ACO (acting contracting officer) by writing the technical aspects of USACE criteria to support changes, modifications, variances and correspondence to administer the contract.
  • She also co-authored or authored technical memorandums of record and position papers to document the technical issues and recommendations for variable frequency drives, electrical enclosure ratings and spiral welded pipe piles (to name a few.) This required effort for oversight of several technical team members.
  • As the project progressed and the PCCP JV DOR did not complete their design as scheduled, she re-organized the PCCP technical team to reduce efforts as well as capture portions of the technical effort that were not included in the original IGE.
  • This was named the New Work Plan and was part of a CCR approved in Dec 2015.
  • Without this plan and re-organized effort and new IGE, the PCCP technical team resources would have exceeded the originally anticipated budget by $2.5M.
  • This required detailed coordination with all USACE MVN ED branches.
  • During her work on the New Orleans East and Metro projects she coordinated with design engineers both in the Corps and AEs for RFIs, construction submittal review and modifications.
  • The Corps designers were in MVR and MVP, so she has experience with regional coordination as well.
  • During her career in bridge design she oversaw structural and civil engineers as well as CAD technicians to produce plans and specifications.
  • Ms.
  • Kline has built a trusted relationship with CPRA representatives, New Orleans Levee Board representatives and has experience through her work on the LBSB with the navigation industry.
