This is a federal job Subject-matter expert as Department of Defense Intelligence Information System (DoDIIS) IAM includes vast knowledge of the Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) through planning, developing, implementing, and maintaining automation security systems to ensure the confidentiality, integrity, and availability of said systems, networks (NIPRnet, SIPRnet, ACE BLOCK II, JWICS, etc.) Ensured compliance via policies/procedures; i.e.
Director Central Intelligence Directive 6/3 (DCID 6/3), DoD Instruction 8510.01 Risk Management Framework (RMF), NIST physical/technical standards/protocols and various other pubs manuals, etc.
Gathered and prepared accreditation documentation/ data reports for system ID profile(s), certification determination (CAT level(s), and accreditation decisions (Interim Authorization to Test (IATT), Interim Authorization to Operate (IATO) or Authorization to Operate (ATO); i.e.; risk analysis, security profiles, software product evaluations and accountability, secure network servers, virus protection, IA vulnerability assessments and plan of action and milestones (POA&Ms).
Serve as the System/Network Admin for various systems included analyzing, managing, and/or performing work necessary to plan, design, develop, acquire, document, test, implement, integrate, maintain, or modify systems to solve IT issues including intelligence systems and communications architecture programs.
Review and evaluate existing software and procedures and provides methods for reporting and correcting information system security violations, system incidents, or breakdowns systems.
Delegated as the PKI Trusted Agent for the TS SCI and DoDIIS system and alternate for COMSEC custodian.
DoDIIS IAM enforces magnetic media controls for disposition of classified documents, hardware, software, and storage devices.
Ensure approved procedures are in place for clearing, purging, declassifying, and releasing system memory, media, and output.
Review all IA-related acquisitions for proper compliance specifications, functional requirements, and technical justifications to ensure compliance with joint and DA guidance, initiatives, and priorities.
Provide in-progress reviews, schedule updates, impact of design changes to the certification, coordination of the interim approval to operate, interim-authority-to-test waivers, exceptions to policy, authority-to-connect, authority-to-operate, and generic accreditation.
Responsible for interpreting regulatory guidance, evaluating programmatic effectiveness, and formulates processes and procedures pertaining to the following broad security functional area(s), their policy, programs and operations: Information Security; Personnel Security; Industrial Security; Technical Surveillance Counter Measures (TSCM); TEMPEST; Education and Training Awareness (SETA); Special Access Programs; Physical Security, Force Protection and Communications Security (COMSEC).
Recommend the development of new policies and procedures affecting broad security functional area(s), their policy, programs and operations.
Provide technical advice, policy clarification and assistance to.
Evaluates security programs and where issues are not solved by accepted standards, develops solutions to complex security problems.
As the SCI Program Manager provide regulatory oversight and compliance for monitoring SCIFs, (T-SCIF, PT-SCIF and TWSAs) throughout the 3ID.
Review construction design plans and physically inspects proposed SCIFs while under construction.
Oversee SCIF modifications/ additions to existing facilities and provides technical and physical security guidance and supervision in the construct of new SCIFs.
Validate SCIF access control methods and procedures; monitor physical integrity, status of alarm systems and access control devices.
Plan, coordinate and administer SCI-related security inspections.
Investigate all SCI security incidents and/or violations; conducts preliminary inquiries, and recommends corrective actions; prepares appropriate security reports, and implements recommendations and closure.
Provide oversight, regulatory guidance and operational advice and assistance to subordinate security managers and SSRs.
Conduct Staff Assistance Visits (SAV) as necessary.
Perform SSO duties by conducting SCI security briefings, indoctrinations, and debriefings; obtain signed Nondisclosure Agreements; and issue IC badges for assigned personnel.
Serve as the official channel and authority for certifying and receiving SCI visitor clearances/accesses, monitors, certifies, sends, and transmits personnel clearances/accesses to other organizational SSO offices worldwide using official SSO channels.
Oversee and manage security clearance statuses via JPAS.
Implement and manage the industrial security procedures to indoctrinate/debrief SCI cleared contractors.
Request OPSEC surveys to determine hostile threats, vulnerabilities and countermeasures and ensure training and briefings are provided to security/intelligence personnel.
Prepare and disseminate courier cards.
