  • Provides comprehensive administrative support to the Executive Director for Finance and Accounting, as well as the District Treasurer and the Directors and staff of the offices of Budgets and Financial Analysis, Grants Administration and Financial Control, and Accounting Services and Payroll.
  • Schedules and coordinates the calendar and appointments for the Executive Director for Finance and Accounting, confirms appointments, conferences and related meetings.
  • Manages Finance Department office support functions; directs the work activities of assigned department clerical personnel; prioritizes and coordinates work assignments.
  • Serves as bookkeeper for department budget, including initiating budget transfers, purchase requisitions, requests for payment, and invoice reconciliation.
  • Manages the department's purchasing card including maintaining security of the card, initiating purchasing card transactions, and reconciling transactions utilizing the online purchasing card software.
  • Oversees and ensures that the office administrative functions of the Finance Department are effectively carried out.
  • Performs difficult, complex, technical and/or specialized office support work, which requires the exercise of independent judgment, the application of technical skills and a detailed knowledge of the activities and procedures specific to the Finance Department.
  • Coordinates with District financial advisors, bond counsel, and bond underwriter counsel in contributing to, editing, and receiving Board approval of official legal documents relating to the District's bond issuances.
  • Supervises and coordinates the work of one clerical staff member (Finance Clerk (C-7)), including determining workload and schedules, reviewing work performance, identifying problems with performance and developing solutions to those problems, determining training needs to improve performance, initiating informal measures to correct misconduct or making recommendations for formal discipline.
  • Performs basic research and prepares reports and recommendations.
  • Organizes own work, coordinating projects, setting priorities, meeting deadlines and following up on assignments with a minimum of direction.
  • Uses initiative and independent judgment within established District policy and procedural guidelines.
  • Attends to a variety of administrative details such as keeping informed of departmental/division activities, transmitting information, developing, implementing and interpreting policies and procedures and monitoring day to day operations of the functional area to which assigned.
  • Responsible for handling confidential and sensitive material for the Board of Trustees, Executive Staff, and general public.
  • Performs personnel administrative tasks, including coordinating and participating in the hiring and promotion process, supervising the training of new employees and the ongoing training of other employees, resolving unusual employee problems and supervising employee time and attendance records.
  • Receives and screens visitors and telephone calls requiring the use of judgment and the interpretation of policies, rules and procedures.
  • Prepares correspondence, reports, forms, work orders, and specialized documents related to the Finance Department from drafts, notes, or brief instructions; proofreads materials for accuracy, completeness, compliance with District policies, formatting and correct English usage, including grammar, punctuation and spelling.
  • Prepares, edits, and distributes basic excel spreadsheets as well as power point slides for presentation by the department staff.
  • Assists the Executive Director for Finance and Accounting and the Senior Director for Accounting and Payroll in the preparation of the Comprehensive Annual Financial Report.
