Currently I have served 30 years with USDA, Rural Development. I have been exposed to every level of the Agency; Local Office to National Office, and most of the programs the agency has offered over the years. The majority of my time has been spent working with the Multi-Family Housing Program on the servicing side. As a technician I work closely with the specialist and have performed many of the specialist duties over the years such as, regulation interpretation, management document review, property supervisory, physical and compliance reviews and addressing management and tenant concerns. I have forged and maintain a good working relationship with my superiors, coworkers, property management companies, on-site property personnel and tenants. I believe I could be a true asset to the MFH program in this position.
Through the course of the last 20 years, the multi-family housing program has seen many changes and restructures. Throughout this time my position has remained in MFH servicing, administrative duties for the Area Office and assisting other programs as needed. I have been responsible for 515 inquiries for both loan making and servicing, processed tenant certifications, project payments and year-end information. Maintained MTFS, now MFIS tracking systems. Monitor property compliance via supervisory visits, compliance reviews, physical inspections and reporting requirements.
In the Frederick County Office I assisted in all aspects of loan making & servicing for the single family housing program and assisted the county supervisor with the servicing of the farm programs. Performed tasks associated with office management, organization and oversight of 2 clerks. Served as Systems Manager for the computers; backups, software installation, trouble shooting, hardware maintenance and point of contact for other offices. Maintained contracting, operational files and procedure manuals.
As a Program Review Assistant in Ohio, I conducted processing and operations reviews of county and district offices to ensure processing and servicing were in compliance with Agency regulations. Completed written reports of findings and corrective actions needed. Developed and presented training material for quarterly meetings. Participated in State Evaluations, committees and other task forces when assigned. Responsible for researching and answering questions from the field offices.
This position was located in the Frederick District Office which oversaw all of southern and western Maryland. I helped review preapplications for Community Programs and Multi-Family Housing. Reviewed monthly reports, budgets and audits. Maintained several automated tracking and reporting systems. Reviewed and processed all tenant certifications and payments. Reviewed single family housing files for compliance with servicing regulations to prepare acceleration letters for the District Director's approval and signature. Served on the EEO Advisory Committee, State Automation Committee and acted as Wellness Coordinator. Developed spreadsheets & databases for use in the MFH program for tracking reserves, O&M, vacancies and project information prior to MTFS & MFIS being available. Assisted in county offices during personnel turnover.
Executive secretary to Vice President, Worldwide Operations. Received and compiled information for daily production reports, ninety day forecasts and market summaries. Established and maintained filing systems for each plant; Louisiana, Canada, Japan, Saudi Arabia and Luxemburg. Compiled information and produced booklets for quarterly board meetings with Shell Oil and proposals for acquisitions. Also provided secretarial support to VP of Operations, Chief Financial Officer and four salesmen.
I served as a direct assistant/special project manager to the branch chief of the Administrative Division in the National Office. My main function was overseeing the postal functions of the Agency nationwide. I maintained a cooperative working relationship with State Office Administrative personnel and National Office coworkers. Compiled and maintained concise information on all Agency postal expenditures for an Annual Postal Expenditure Report and formulation of a multi-million dollar postal budget for the Agency. Established and maintained files relating to postal expenditures/reporting, licenses and equipment for all 2300 field offices. Reviewed National Office Directives for compliance with postal service requirements. Reviewed and updated Agency regulations regarding correspondence and mail management. Acted as the Agency liaison with Pitney Bowes, United Parcel Service and U.S. Postal Service. Completed other special projects as assigned and was appointed system administrator of the multi-function workstations for the division.
I worked as a secretary and assistant to the Franchise Consultant for the Northeast Region consisting of 15 states/54 restaurants. Chief responsibility was collecting sales information for each restaurant and computing dollar and percentage variances as well as using the information to formulate an overview report which ranked the restaurants, noted trends, issues and events. Performed all clerical duties for the Franchise Consultant, Area Real Estate Manager & Area Construction Manager. Organized and oversaw the travel and accommodations for a meeting of the franchise owners for the Northeast Region in Hilton Head, South Carolina.
Assisted the Program Director with the processing and servicing of the Community and Business Programs. Received, reviewed and processed preapplications and applications received from the field offices for completeness and regulatory compliance prior to forwarding a summary and recommendation to the Director. Assisted in servicing as needed. Answered inquiries and congressionals. Completed reports to advise the State Director and National Office of the program activity and maintained an automated tracking system for the programs (RCFTS) and all other clerical duties. Researched and prepared several presentations for Director's use with Delaware and Maryland county and state officials. Assisted in other divisions as needed.
Throughout my tenure with Rural Development I have been selected by the National Office to serve on committees to review and revise Regulations, test or pilot software programs and a task force to identify & develop core curriculum for agency clerical employees. During my position in the National Office I acted as the Agency representative on a task force with the Department of Justice and the Center for Missing & Exploited Children. Within our two-state area I was often selected to participated on committees and be a trainer in various aspects of the computer and program related issues.
