  • Developed, created, and staffed the Strategic Concepts and Doctrine Branch to focus solely on producing CBRN doctrine and new concepts for future years for the National Guard.
  • Serves as the lead subject matter expert (SME) for NGB CBRN response force including synchronization for strategic planning, training, and executive-level issues for the Homeland Response Forces (HRFs), the CBRNE Enhanced Response Force Packages (CERFPs), and WMD Civil Support Teams (WMD-CSTs).
  • Provides guidance and establishes policy for the National Guard CBRN Enterprise, consisting of over 10,0000 personnel from all 50 states and U.S.
  • Territories.
  • Authored and published the first ever National Guard CBRN guidance, replacing outdated Title 10 active duty doctrine that inadequately describes National Guard's ability to rapidly respond to homeland crises.
  • Coordinates with US Northern Command (USNORTHCOM), Army North (ARNORTH), Major Commands (MAJCOM)s, Adjutant Generals/Commanding General; (AGs/CG, Army National Guard (ARNG), and Air National Guard (ANG) on all new, existing, or changes to policy, regulation, guidance, and doctrine.

  • Communicates complex and controversial concepts to senior level staff for supporting program and budget execution.

Ohio Joint Force Headquarters - Policy Officer

  • Served as the Air National Guard Deputy Commander with the Ohio Joint Homeland Response Force (HRF), FEMA Region 5.
  • Developed the Joint Force Headquarters detailed strategic plans, initiatives, and concepts related to warfighting, theater security cooperation, federal and state homeland security and response.
  • Served as a team leader in a cohesive and integrated group of Joint Staff strategic planners and functional management personnel, responsible for proper planning and analysis of future force structure activities, including capabilities analysis.
  • Conducted in-depth analysis of various projects, and presented findings to senior leaders through written correspondence, staff briefings, and standup one-on-one briefs.
  • Served as a key staff member on the HRF planning team, assisted in authoring the first CBRN Regional Response Plan.
  • This plan was instrumental in coordinating and solidifying the uniformity and seamless rapid response deployment from several states to one major incident, the very core of the congressional mandate for the NG response forces.
  • As Deputy Command led the FEMA Region 5 HRF through the very first External Evaluation (EXEVAL).
  • Served as the Chief Inspector for the National Guard's traveling Operational Exercise Evaluation Team, duties included writing the entire exercises that consisted of CBRN and conventional, air and ground attack scenarios.
  • Exercises involved over 2500 participants, and 150 ORE team members - chosen by proven credentials with the ability to lead a diverse team to effectively administer an exercise and write quality After Action Reports and detailed findings and solutions.
  • Augmented the State Partnership Program providing sate partners, Hungary and Serbia, with Consequence Management direction and consulting with their senior leadership.
  • Works closely with the Israel Homeland Defense Force to exchange and collaborate on CWMD policies and best practices.
  • Led a team of CBRN SMEs in drafting the first National Guard HRF/CERFP CONPLAN, Chief of the National Guard Instruction (CNGBI), and the Chief of the National Guard Manual (CNGBM).
  • Awarded Meritorious Service Medal (MSM) for leading the first ever Homeland Response Force through an outside agency External Evaluation (EXEVAL).
  • Received accolades while serving as Deputy Commander FEMA Region V HRF from the Commander of Army North and the Adjutant General of Ohio.
  • Top rated senior leader of CBRN operations and the Domestic Operations branch, managing over 500 soldiers and airmen on a daily basis.
  • Awarded MSM for creating the FEMA Region V Regional Response Plan.
