IN THE CAPACITY OF SPOKESPERSON AND ADMINISTRATOR, for which, she will advise the analysis of validation and qualification from her expertise the documents in accordance with the profile of the position and the regulations that govern the contractual object, as well as, she will provide assistance in the preparation of technical reports and will support the assessment and evaluation phase of the offers presented, in accordance with the goals and organizational plans set forth by the UNGRD and the UMB -along with the intervention phase to be carried out on each of the contracts that are signed within the framework of the contract to be developed. , in order to provide technical and professional support within the term of the contract for the audit process on a total of 17,350 biomedical equipment and those that may be added in the midst of contractual execution. The work included activities guided by the following objectives:
1. Carry out the technical coordination of the expert evaluation and intervention teams, generated on the occasion of the fulfillment of the contractual object, signed between the UMB and the UNGRD- Service Provision contract No. 9677-MECOVID19-595-2020.
2. Verify and endorse the technical reports presented by each of the teams of professionals hired for the execution of the Service Provision contract No. 9677-MECOVID19-595-2020, in the phases of evaluation of supplier offers and auditing.
3. Coordinate the support, evaluation and intervention teams, deployed throughout the national territory, for the proper execution of the service conditions offered by the UMB to the UNGRD, contained in the Service Provision contract No. 9677 -MECOVID19-595-2020.
4. Verify and supervise compliance with the technical obligations derived from the contracts signed between the UMB and the Biomedical Engineers and other professionals assigned to the coordination of the technical operation of the bid evaluation and audit phases, who as contractors provide their services. services for the execution of the Service Provision contract No. 9677-MECOVID19-595-2020, under the criteria of objectivity and impartiality that come from the correct execution of the intervention phases for which the UMB was contracted.
5. Carry out verification of compliance with requirements, for each of the offers presented by the different proponents, according to the stipulations: a. Carry out verification of compliance with the technical specifications for biomedical equipment defined by the Ministry of Health and the scientific Societies of each of the offers received. b. Status of the sanitary registry with which the offered DM is going to be imported/marketed. c. After-sales technical service for local preventive and corrective technical service according to the protocols established by the manufacturer. d. Training of clinical and technical personnel for the proper use and resolution of failures of the equipment offered.
6. Execute the activities related to the supervision such as: Identify, verify and report in a timely and detailed manner, in coordination with the contractor, compliance with the pre-installations, installations, and commissioning of the biomedical equipment of: Infusion Pumps , Beds, Stretchers, Defibrillators, Echographs, Vital Signs Monitors, X-Rays and Mechanical Ventilation in each of the entities defined by the Ministry of Health and Social Protection.
7. Provide technical support necessary to achieve the plans and schedules that are the object of this contract.
8. Timely deliver to the contracting party the final reports of the phases of evaluation of offers and supervision developed in the exercise of their profession, for the purposes of compliance.
