As a lead for the Administration's shared services Civilian Human Resources Transactions initiative under the Quality Service Management Organization (HR QSMO), I've identified and implemented activities associated with the start-up of a government-wide program management office for this cross-agency initiative and defined and operationalized many of the QSMO's standard functions. I've led all program communications efforts, including development of a strategic communications plan, completion of a stakeholder assessment, key message mapping, and identification of tactics for media outreach, industry forums, and agency engagement. I led development of our “brand” and initial communications materials. I lead our stakeholder engagement efforts to include launch of the first Federal payroll community of practice that now includes functional and technical subject matter experts from most of the 24 CFO Act agencies as well as the creation of tools and channels to broadcast program-specific benefits, in coordination with multiple project stakeholders and agencies. One of the program leads for establishment of the PMO's customer relationship management (CRM) application in Smartsheets, as well as establishing CRM processes and reporting. Additionally, I work as needed in GSA's Salesforce CRM system as needed, tracking engagements and coordinating with other organizations as appropriate.
Between 2016 and 2019, this government-wide program delivered significant returns to the Federal government, for which the PMO was instrumental in establishing the environment for through the continued establishment of standards, processes, analyses, and tools. Specifically, this program saved taxpayers over $25.8 billion through better pricing, reduced demand, and administrative savings; eliminated over 31,000 duplicative or sub-optimized contracts that were not aligned to category management (more than 95% of reduction was made to contracts held by other than small businesses); increased small business participation so that 31.1% of the government's contract spend is now going to small businesses (up from approximately 25% in 2015); trained over 2,705 individuals on category management; and institutionalized category management as evidenced by OMB's issuance of its policy Memoranda on March 20, 2019.
