Resolves a broad range of regulatory, scientific and technical issues concerning the application of the Food, Drug, and Cosmetic Act. Develops and drafts proposals for revision of existing regulations and policy statements. Draft and review proposals for new or to modify existing regulations, guidance documents, regulations and policy statements. Served as an Attorney-Advisor and Small Business Ombudsman in the Office of Communications and Business Opportunities, as Attorney-Advisor in the Consumer and Governmental Affairs Bureau (Disability Rights, Consumer Inquiries and Complaints Division, and Policy Division), and the Wireline Competition Bureau. Acted as the primary legal counsel and provided legal advice and services on projects involving complex legal and consumer policy issues. Participated in the development of FCC long range goals and policies of significant importance in telecommunications, including the Telephone Consumer Protection Act, slamming and cramming. Proposed Commission decisions, position papers, and other decisional documents;and represented the Division Chief in conferences/meetings and negotiations with representatives of industry and government to present the Commission's position on various matters within the telecommunications industry. Provided legal review and analysis of FOIA requests and advised on the disclosure of records protected under the Privacy Act.
Conducted reviews and analyses of Rural Utilities Services (RUS) policies and practices relating to rural economic development and RUS's Electric, Telecommunications, and Water and Waste programs. Participated in the formulation of important policy changes regarding RUS programs. Provided legal advice on FOIA requests and congressional inquiries. Represented the Administrator at various conferences and meetings on policy matters related to RUS programs and spoke before special interest groups when necessary to explain RUS' positions. Performed liaison duties with high-level Departmental officials, Members of Congress and Congressional staff, and executives of private industry.
