Saudi National Water Company Mobile Data Collection System

The Asset Data Collection System (DCS) supports asset management activities by enabling mobile devices to be used for collecting information about water and wastewater system assets. The data capture is performed using handheld units with the capability of transferring data into an asset database. Asset photo capture and global positioning system (GPS) capture of asset location are supported. The system was developed using the MobileFrame™ 4.7 platform. As a Technical lead and developer, I was in charge of designing and implementing the mobile application, as well coordinating efforts with the DBA in the design of both the mobile and the production databases.

Hi Desert Water Management District GIS Web Portal

In order to better support the Districts Septic to Sewer conversion project, a single GIS web portal comprised of a public facing module and a restricted project tracking module was developed. The public facing module allows users to input construction notifications. Users also have the ability to search for properties with open/closed issues by issue type and project area. Additional functionality allowed for tracking assessment district information, tracking conversion access approvals for properties, and tracking mailings if responses are requested. The project tracking module tracks project progress and view issues submitted by property owners. This module is password restricted and only accessible by pre-approved users. Users have the ability to view and input property details. Details of issues submitted by property owners are viewable and users are able to provide comments, describe the corrective action, the status of the action, open or close issues and request that the property owner to confirm that the issue has been resolved. The GIS viewer was developed using the ArcGIS API for JavaScript, which allows it to work on multiple devices, including tablets and smartphones. As technical lead I was in charge of gathering and documenting requirements, planning and scheduling of the development tasks, and directly involved in the coding of the front-end application.

Suwannee River Water Management District Map Viewer

This Map Viewer application project offers a scenario based web tool that enables users to view, query, and analyze flood risk assessment data in an intuitive and attractive framework. The web tool is populated with flood risk data generated during DFIRM studies produced in the course of the NFIP Map Modernization Program and RiskMAP. This interface is directed to the general public, community officials, and CTP staff who may not be familiar with a typical GIS interface. Mr. Diaz served as technical lead and Sr. software developer, coordinating the development efforts and assisting in the completion of the different tasks.

Mississippi Alternative Housing Management System (AHMS), Mississippi Emergency Management Agency (MEMA), Gulfport, Mississippi.

The AHMS was developed to manage the workflow for the assignment of alternative houses to Hurricane Katrina victims. The system is composed of two main components, the Federal Emergency Management Agency (FEMA) applicant screening and house assignment tracking system, and the field data collection module. As technical lead for this project, the responsibilities involved the technical coordination of the development of the AHMS including planning and scheduling the releases. Implementation and testing, deployments, tracking issues, and change management. Directly participated in the design and development of the mobile field data collection system using the MobileFrame platform and its integration with the production database.

Mass Management System

The MMS was developed to provide a user-friendly dashboard application for estimating potential storm tracking, population exposure, shelter estimation, and evacuation timing estimation. The system is composed of two components, a server that manages user subscriptions to the services and provides timely updates on active events, and a client application which provides the events dashboard and serves as a frontend for running different models and scenarios. As technical lead for this project, the main responsibilities were the technical coordination of the development of the MMS including planning and scheduling, implementation and testing, assist in the deployment, tracking issues, and change management. As developer, provided design and development of the client component of the system.

Western Federal Lands Highway Division Enterprise GIS

As technical lead, I was in charge of the design and implementation a centralized Enterprise GIS Solution based on the ESRI platform that served as a single point to discover, download, upload and modify data in a consistent standardized format. The data is accessible through an Adobe Flex based web application, and its searchable using Geoportal. The system allows searches of projects using different attributes and location criteria, and the GIS Portal provides users with the means for creating and printing their maps, locate and download portions of the data to be used on the desktop.

San Diego Airport Map Viewer

As a Sr. software developer, were responsible of designing and implementing a real time flight status widget and the integration of a panoramic (360 degree) viewer into a Flex API based map viewer intended for public visitors to the SAN.ORG website. The viewer creates an interactive user experience on the SAN.ORG website by providing a standard map navigation tools; identify features capabilities, real-time flight status by airline, pictures of various locations, and panoramic views of various locations.

Fort Belvoir 4D GIS Viewer

This 3D/4D Web Mapping Portal was developed to support the decision making process in the master planning of the Belvoir New Vision Planners (BNVP). This portal is a cross-platform, cross-browser web application used to visualize spatial data from multiple sources in a web-based easy-to-navigate 3D environment. The portal overlays multiple datasets and visualizes temporal spatial data, as well as provides the user with tools to create map markups, export workspace to Google Earth desktop, perform geocoding, object and area selections, and conduct geospatial analysis with ESRI's ArcGIS Server as the back-end GIS engine. As technical lead, I was in charge of planning and scheduling the project tasks, and as software developer I shared responsibilities in the coding of the graphical user interface and interaction of the application.

City of Sarasota GIS Viewer

As part of the General GIS Services to the City of Sarasota, two GIS viewers were developed, one for internal use providing a series of advanced functionalities, and one for general access from the internet, with standard search and retrieval of information. I was in charge of the web viewer development using the ESRI .NET Web Application Development Framework. The viewer provides print, buffering, pre-defined queries, spatial selection, and generation of mailing lists of residents and owners.

Florida Department of Transportation (FDOT) District Four, Program Management Office, GIS Master Plan, Southeast Florida.

As senior analyst, worked as on-site consultant providing expertise in the definition of a GIS Master Plan for the creation of a district-wide GIS service line. An important portion of the project was the design and implementation of an enterprise-level geodatabase using ArcSDE 9.1 and Oracle 10. The District Four GIS Master Plan involved:

  • Definition of data, procedures, and cartographic standards for the GIS Department.
  • Development of data import and conversion scripts. These scripts run on a nightly basis, updating the geographic feature classes of the work program and permits databases.
  • Modification of the ArcIMS Web sites, leveraging the use of the enterprise geodatabase.
  • Migration of the legacy geographic data to the enterprise geodatabase.
  • Definition of metadata standards for the enterprise geodatabase
  • Design and planning of the development of an advanced, Web-based ArcGIS server viewer.
