An experienced facilities manager with a military engineering background and invaluable leadership and managerial experience. Highly focused with a comprehensive knowledge and understanding of various sectors such as operations, preventative maintenance, construction practices and asset and property management. A consistent track record of successfully employing best business practices that improve efficiency, reduce operating costs whilst increasing productivity.
Primary duties are to manage the planning, programming, and real property responsibilities for ARNG facilities engineering and management directorate. Responsible for the technical and administrative development, coordination, and execution of Military Construction Army National Guard program, Real Property Operations and Maintenance, State Capitol Improvement Programs for all ARNG facilities. Performs long-term planning, organizational development and coordination for the state's Real Property Master Plan, Long Range Construction Plan, State and Federal Capital Plans, and Facilities Life Cycle Plan. Provide supervision, guidance and leadership to four (4) state employees.
Responsible for implementing project coordination, monitoring/operating preventative maintenance tracking system and managing the statewide facility maintenance program for the Massachusetts Army National Guard. Organize and implement maintenance and repair effort for both day to day maintenance and long term capital improvement programs for 42 training sites in 40 communities and 2 major training sites with 349 facilities encompassing 3.2 million square feet. Identified project and maintenance requirements, planned and scheduled work on projects ranging from $10,000 to $1.7 million, performed QA/QC inspections to ensure quality of work and contractor performance, performed detailed cost estimates for both capital improvement and general maintenance projects. Develops and maintains work order system and deferred maintenance plans. Managed and supervised a team of six (6) Project and Facility Managers.
Responsible for the overall project direction, control, and coordination of various maintenance and construction projects ranging from $5,000 to $750,000. Prepared and maintained project documentation and applicable project files. Compiles from customer orders and other specifications detailed scopes of work. Tracked project progress in in applicable automated tracking programs. Coordinated, tracked and evaluated annual facility and training site requirements. Recorded minutes during various meetings, prepare record documents maintained liaison with various local, state and federal agencies to exchange information, to resolve problems and to coordinate activities. Monitors and performs project file management for all assigned projects.
