Dwight G Longaker, LTC, (Ret), was the founder of Impact Housing Resources (IHR), (dba) Impact Veteran Resources (IVR).
He has over twenty (29) years of combined military experience in operations; training; and command in the Continental United States; Europe; and South East Asia, on active duty, in the National Guard, and U.S. Army Reserve.
He has nearly forty (40) years of experience in research, analysis, development, and implementation of affordable housing. This experience has been at the local, regional, statewide and national levels.
His military schooling culminated in his graduation, in residence, at the Command & General Staff College at Ft. Leavenworth. He has been an honor graduate of a number of military schools, (i.e. honor graduate of the Nuclear, Biological, & Chemical (NBC) at FT Sill; and the honor graduate of the US Army RANGER School at Ft. Benning) He has served as an instructor at all levels of command and on the Company Tactics Committee at Ft Benning.
He has served in a number of different staff assignments on active duty, the National Guard and the 4155th USAR School (Deputy Commandant.) He was selected as the Project Officer for Armed Forces Day for Fort Bliss, TX; he has been an assistant operations officer in the 164th AVN Group in Vietnam; an assistant S3 at Battalion, Brigade and State Headquarters; he was the NBC officer at brigade; an S2 at Battalion and the S3 for the 1st 179th Inf.
He has held leadership positions at squad, platoon, Detachment, Company (three separate commands) that culminated in command of the 1st BN, 179th INF, 45th INF BDE, Oklahoma Army National Guard.
He was recognized for his contributions to the U.S.
Army by induction into the United States Army Officer Candidate School Hall of Fame in 2009.
Directed the complete reorganization of the SETH staff, and operations. Implemented Strategic Planning and the development of a five (5) year business plan. Recruited and hired a professional housing staff. Directed 1998, 1999, 2000 and 2001 Single Family Mortgage Revenue Bond Programs, both tax-exempt and taxable while successfully recruited Galveston County as member of SETH. Administered Galveston County's Single Family Mortgage Revenue Bond Programs. Elected to ALHFA (Association for Local Housing Finance Agencies) Board of Directors and was the catalyst for a comprehensive re-evaluation andstrategic planning process that resulted in long term planning and the new name - National Association of Local Housing Finance Agencies (NALHFA). Directed the successful restructuring of $6 million in multi-family tax-exempt bond debt for three (3) properties, which led to a complete rehabilitation of the properties, and positive cash flows for SETH. Responsible for Southeast Texas Housing Finance Corporations first mutual and cooperative housing associations. Established relations with national, regional, and local HUD offices. I directed the formation of the first HOME Consortium in the State of Texas; sponsored the formation of a Community Housing Development Organization (CHDO) for all of SETH"S jurisdictions; created a Housing Trust Fund; TALHFA member of the Year 2000.
