Richmond possesses fifteen (15) years of civil engineering experience where he has been responsible for plan reviews, estimating, design of municipal projects preparation of specifications, bid documents and coordination of construction activities for municipal infrastructure projects.

ENGINEER: Responsible for historic research, impact analyses, and identification of utilities and structure along the DC Clean Rivers Project (which includes Blue Plains Tunnel, Anacostia River Tunnel, Northeast Boundary Tunnel , First Street Tunnel and associated surface structures).
The task involves research and discovery work, review, and study of plans for utilities, buildings, pile foundations, and structures in the tunnel vicinity.
The 23-foot diameter tunnel is approximately 13 miles long including 15-foot diameter branch tunnels, and will capture combined sewer flow for storage and treatment at the Blue Plains Advanced Wastewater Treatment Plant.
Also included are drop shafts of different sizes which are located at various locations along the alignment.
Responsible for utilities and property research within the zone of influence for the tunnel easement and construction using DC GIS database, DCWater GIS Viewer and DCWater Technical Information Center.
Additionally, responsible for the design and development of Contract Documents related to the design for structures cross-sections and profiles, geotechnical and instrumentation drawings for protection of structures, including the coordination and handoff to drafting management and quality control review and coordination of civil/site design plans.
Assisted with providing relevant information (including pile lengths, pile capacity, material type, spacing details, pile elevations, etc.) to the settlement Analysis Group.
Preparation of base drawings using AutoCAD Civil 3D identifying and assigning DCCR ID's to the utilities and structures along the tunnel alignment and within the tunnel zone of influence.
Preform QA/QC of utilities on the civil cross-sections and the site plans drawings for 60% and 90% RFP submittal package.
Provided assistance in the review and response of RFI's from Design Build Contractor.
Prepared design site layout options to house the current DPW operation and to include additional facilities.
Design of site includes relocation of existing vehicles and structures provided parking for additional 145 various size vehicles, provide retaining walls, storm water management improvements and proposed grading.
ENGINEER/ : Responsible QA/QC inspection relative to the delivery, fabrication, and acceptance of engineering materials used in construction for The City of Baltimore Sanitary Contract No.908 (The Improvements to Sanitary Sewers in the Herring Run Sewershed).
The tasked involved sewer cleaning and CCTV inspection, assisting in the inspection of approximately 40,000 linear feet of Cured-in-Place pipe (CIPP) lining ranging between 8-inches and 33-inches sanitary sewers, excavate and replaces segments of sanitary sewer via point repairs, Manhole repair and rehabilitation work, new manhole and cleanout installation work and sewer house connections (SHC) repair and rehabilitation work, restoration of pavement and sidewalks and site restorations.
Other responsibilities included utilizing construction management software (CM-14) to import daily inspection reports and daily communication with Contractors, Design Engineers, and Residents, City of Baltimore Project Engineer, Baltimore Departmental agency and all utility agency.

Assisted Project Manager with monthly invoicing for a $13.5 million multiple task contract, the preparation and evaluation of individual task billing, prepared combined task project schedules and cost estimates for review of task budgets and deliverables.
