Assists Community manager in all aspects of the tasks that relate to property management of 160 LIHTC units that also accept Housing Choice Vouchers provided by the local housing authority. Responsible for initiating notices including lease violations as they pertain to certifications and re-certifications of all tenants including transfers. Periodically audits files for accuracy and prior to submission for approval to the Compliance Department. Provides excellent customer service when corresponding in person, via email and phone with contractors, vendors, public service employees, local and state housing authorities and social service agencies. Processes invoices to manage all Accounts Payable and Accounts Receivable accounts. Regularly reviews property budget with Community Manager to ensure property is operating properly and eliminating undue expenses and making suggestions to increase property value and resident retention. Designates responsibilities directly to the leasing consultant regarding leasing, marketing strategies, presentation during tours, and continued fair housing training.
Responsible for overall occupancy of a Multifamily Project Based Section 8 property consisting of 491 apartment homes, set up into two phases of 251 and 239 units. Solely maintained the waiting-list using software program OneSite by RealPage, Inc. in accordance with HUD regulations and Tenant Selection Plan. Ensured prompt leasing of all vacancies by coordinating with maintenance supervisor and staff for availability of units. Conducted walk through inspections to ensure units met decent, safe, and sanitary criteria as established by HUD and local Codes and Compliance regulations. Set up agreements and addendum with new prospects regarding program rules and the lease agreement. Scheduled and conducted all interviews to process Annual and Interim re-certifications. Manually calculated income and assets prior to processing certifications. Reviewed Enterprise Income Verification reports with residents and completing retroactive certifications and initiating repayment agreements as necessary. Forwarded significant cases to HUD for fraud. Maintain resident files including periodic in-house audits to ensure file accuracy for HUD MOR audits. Implemented training programs for current staff regarding unlawful detainer and writ of possession procedures, how to correctly submit lease violation and housekeeping violation notices, and delegating responsibilities to the Housekeeping Inspector and Account Manager in the absence of other staff. Achieved 100% occupancy in 2015; a feat that had not been achieved in 20 years at the property since it's renovation in 1980 and since it's initial lease-up in 1940.
