Raytheon Technologies Corp – Annapolis , MD
  • Administer 25 Firm Fixed Price Tasks Orders under the Department of Veteran Affairs  T4 and T4NGIDIQ contracts,  with primary focus on FFP development type contracts ranging from $2M-$200M.  
  • Manage $623M Medical Appointment Scheduling System (MASS) IDIQ and successfully negotiated performance work statements, pricing, terms and conditions and eventual task orders through intensive Alpha Negotiations at the VA TAC. 
  • Focus on Conflict of Interest concerns on existing task orders and new opportunities through development of robust mitigation plans and responses to Government inquiries during opportunity market research.  Successfully mitigated concerns valued at over $100M and submitted ~5 mitigation plans. 
  • A focus on FFP development type task orders with ambiguous contractual requirements.  Inherited two red development programs and helped turn to green through establishing open and honest communications with all parties to establish project dependencies, milestones, deliverables  and detailed acceptance criteria.  
  • Successfully negotiated a settlement with the Government to cover all costs,  despite mutual culpability, cost overrun and unsuccessful delivery on LOT based CLINs.  
  • Ensured contract terms and conditions were negotiated in the best interest of the company to mitigate business risk and maximize financial objectives.
  • Assisted with the transition and integration of small business Systems Made Simple, Inc. to Lockheed Martin and ultimately  Leidos Innovation through mergers and acquisitions.  Led the contracts department integration efforts.  
  • Led large and continuous proposal activities with 10 day turn around including analyzing solicitations, developing strategies and questions, evaluating risk and  providing recommendations based on the analysis. Signed and submitted over 50 proposals. 
  • Observed all FAR laws, regulations and other applicable obligations.

  • Managed 10 Firm Fixed Price and Cost Reimbursable classified, TS/SCI space systems contracts ranging from $10K to $200M.
