SENIOR BALANCING AUTHORITY SPECIALIST, 05/2017 to Current
PORTLAND GENERAL ELECTRIC - Portland, OR
  • Operate PGE's Balancing Authority and Transmission system reliably, efficiently and in compliance with North American Electric Reliability Corporation (NERC), Western Electricity Coordinating Council (WECC), Western Energy Imbalance Market (EIM) and other applicable government and industry standards and rules; maintains accurate records of significant operating problems and events.
  • Conduct required tests to assess generating resource sufficiency to meet customer loads and reliability requirements with in the Western EIM on an hourly basis; ensures PGE passes tests; takes necessary action when required.
  • Monitor intra-hour load forecasts, line congestion, infeasibility's, generation and transmission outages, Locational Market Prices and takes appropriate and immediate balancing action as necessary and compliance with applicable business practices and tariffs.
  • Monitor power production by PGE generating resources and ensures they meet 5– and 15- minute western EIM dispatches reliably why complying with applicable government and company operating restrictions on each resource.
  • Reserve, Schedule, Deliver and when necessary curtail transmission and ancillary services to wholesale customers in accordance with PGE's transmission tariff and code of conduct, as well as with FERC's standards of conduct and other applicable rules.
  • Updates PGE transmission system information on OASIS as required by real time changes.
  • Schedule, receive, and when necessary curtail energy on behalf of non-PGE energy providers for delivery to their end-use customers in accordance with customer standards of conduct and government “open access” rules.
  • Make appropriate and immediate decisions during contingencies and emergencies to ensure reliable operation of the western inter connection; initiates required notifications as outlined and reporting and emergency procedures.
  • Exercises authority to direct other PGE personnel including real time marketers and power plant operators, to take actions required to ensure the reliability and safe operation of PGE's transmission system.
  • Monitor Reliability Coordinator (RC) Grid Messaging System (GMS) and respond when required.
  • Respond to Generator voltage schedule deviations.
  • Ensure outage data is submitted to CAISO and Reliability Coordinator (RC) Outage Management System (WebOMS) within allowable time.
  • Analyze the impact of transmission service to ensure that available capabilities (ATC).
PUBLIC UTILITIES SPECIALIST, 03/2013 to 05/2017
SCHEDULER, BONNEVILLE POWER ADMINISTRATION - VANCOUVER, WA
  • Confirm regular and emergency e-tags entering, leaving or transferring within BPA's Balancing Authority Area or part of a jointly owned transmission path are within system capacity, reliability limits and customer's contractual rights and priorities.
  • Evaluate and recommend disposition on customer waivers based on real-time conditions.
  • Implement real-time system operating limit changes caused by late planned notification, forced, or emergency outages in forecasted conditions.
  • Confirm losses on the PDCI for Celilo or Sylmar with LADWP and inform BPA dispatch on changes in Power Order and DC controller totals.
  • Implement congestion management protocols based on physical path, re-dispatch ability and/or predictive flows in NERC priority Implement or process.
  • Reliability Limits (curtailments of schedules), Transmission Operations and Dispatch Directives or implements WECC manual back-up procedure to protect system reliability.
  • Maintain close coordination with System Dispatch workgroup for in-hour issues with SOL changes and Stop of hourly firm and non-firm sales.
  • Operate the 5 scheduling systems and the 8 different software programs unique to BPA.
  • Ensure systems and software are operating properly by troubleshooting software issues, and may implement new processes to support software/system issues in a time-sensitive environment.
  • Communicate software issues to BPA software vendor or internal workgroup at a proficient level that will provide for a rapid evaluation, analysis, and resolution.
  • Document software/system issues at a proficient level for after the fact analysis of impacts to compliance and billing.
  • Analyze data for output accuracy and validate system assumptions to determine if generated actions comply with applicable contracts, laws, regulations, and BPA business practices.
  • Report, document and analyze any compliance discrepancies.
  • Manage hourly sales of transmission in OASIS and the scheduling of these sales within and across the Federal Columbia River Transmission System.
  • Assist customers in problem solving denied transmission schedules of hourly Transmission Service Requests (reservations, inquires on Available Transmission Capacity posted, communication real time reliability issues or stop hourly sales that were implemented for constrained paths and in understanding tools available to determine an alternative non-constrained path.
  • Support and document on-the-spot analysis or after the fact (ATF) reviews of whether scheduling complies with standards, practices, procedures and customer contract requirements.
  • Research and resolve complex scheduling issues independently or with capacity desk, preschedule, ATF scheduling management and other scheduling or Transmission Service clients and customers.
  • Develop comprehensive reports of scheduling data for internal analysis and reconstruction of reliability events.
  • Provide expert advice, recommendations and analysis on transmission scheduling matters.
  • Advise, formulate, develop, implement and coordinate policies and procedures concerning transmission scheduling.
  • Develop and assist in training documents for new schedulers.
  • Provide feedback and recommendations for new operational plan/desk procedures and other official documentation for all real-time scheduling duties and processes.
PROGRAM ANALYST, 04/2008 to 03/2013
BONNEVILLE POWER ADMINISTRATION - VANCOUVER, WA
  • Developed process maps in System Architect using a Process Mapping Specification, in order to outline and meet the agency standard of A-123 in documenting business processes.
  • Conducted interviews and follow-up interviews with mangers and process owners to help articulate business processes by analyzing and identifying any gaps or trends that might affect the business process and its representation in the process map.
  • Developed planning documents and implementation plans that support the coordinated outcomes, priorities and strategies for Asset Performance.

  • Assisted in project management oversight of TGP programs (tracking milestones & tracking project risks).
  • Assisted with preparing reports using BPA software applications, including Excel, Word, Outlook, Access, PBVIEWS, SharePoint, and System Architect.
  • Insured that business activities are consistent with established processes/procedures and that internal controls are adhered to; and informs appropriate SMEs or the Manager when there are problems following the process/procedures or internal controls.
