Manage the day to day operations of the Downey Fire Communications Center for the cities of Compton, Downey and Santa Fe Springs and ensure all radio systems and technology are functioning properly. Act as the Area E Regional Coordinator and manage requests for wildland and State resources as well as foster relationships with State and government representatives. Write and manage contracts, evaluate and submit quarterly State mandated data and develop, submit projects and present them to the City Council and publish Annual Reports. Act as liaison to our contract cities as well as present and train personnel on new emerging technologies. Hire, train, evaluate and motivate employees that I supervise and prepare them to handle small and large scale incidents on a moments notice. Volunteer to run the Christmas toy drive, participate in Emergency Operations Center drills and any other projects I am needed at the direction of the Chief.
Management of all aspects of the Police/Fire Communications Center, the Property Bureau, the Jail and the Information Technology section as well as other areas as assigned by the Police Chief. I maintained State I.N.S. Jail contracts and sought out opportunities to obtain State and Federal Grant money for all areas of the Department. Oversaw the first Property and Evidence Room Performance Audit, the Emergency Operations Center and technological needs for the entire Department.
Responsible for daily oversight of the Communications Center for the shift I was assigned to. Trained new personnel and Department employees. Managed scheduling, training, Communications Center manual and was in charge of the Northrup Grumman CAD system.
Received 9-1-1 emergency calls and responded the appropriate police, fire and EMS units via a two-way radio system. Performed Emergency Medical Dispatcher protocols as needed.
Continually volunteering to implement new technologies in the Communications Center and throughout the City to include PulsePoint, Active 9-1-1, Smart 9-1-1, Everbridge, Rapid SOS and the DORS online reporting system for the Downey Police Department.
Secured 9-1-1 CAL OES funding for the Communications Center.
Performed two new CAD implementations as well as several upgrades to the CAD system over the years as well as successfully re-located the entire Communications Center to a temporary location in April 2019.
Part of the team that authored the cities Multi-Hazard Function Plan and Emergency Operations Plan.
Skilled knowledge of several Microsoft and I.T. platforms and radio systems.
Detailed knowledge, and regular use of, the ICS, NIMS and SEMS.
Researched and initiated the Area E Website and Area E Annual Report
Managed or helped facilitate EOC drills and activities and annual Great Shakeout scenarios.
Downey City Employees Association (DCEA) President for the last 5 years representing 78 employees (2015-2020).
Participate in regular OARRS drills by submitting Jurisdictional SitRep's.
Managed the Operation Santa Christmas Giving Program for 17 years.
Volunteered to work with the Downey CERT team and teach radio systems to CERT classes and Area E field personnel.
Annual speaking engagement at schools and Boy Scout events teaching 9-1-1 skills and First Aid.
Numerous volunteer activities to include Neighborhood Watch, La Verne Citizens Coalition, School Room Parent and Yearbook manager.
