  • From January 2016 to July 2016 served as Acting Recycling Programs Manager at the same time fulfilling my duties as Recycling Programs Supervisor and completing these major projects at the same time:.
  • In July 2016 I successfully planned, implemented and expanded bi-weekly residential recycling to over 7000 homes in the unincorporated areas of Orange County that had never received residential collection in the 20 plus years of residential collection programs in Orange County.
  • I completed the required annual property and parcel assessment for the allocation of the Orange County (OC) Solid Waste Programs Fee (SWPF).
  • This assessment required the review and assessment of all Orange County parcels, all OC Certificates of Occupancy, changes in parcel values, all Town of Chapel Hill parcels located in Durham County, parcels exempt from property taxes, fee allocation discrepancies and the updating of legacy data for publicly owned parcels from prior years.
  • This process of assigning SWPFs ensures that the fees are correctly attached to the annual property tax bills which in turn provides over $7 million worth of revenue for the operation of the OC Solid Waste Department.
  • From April 2013 to January 2014 served as Acting Recycling Programs Manager at the same time fulfilling my duties as Recycling Programs Supervisor and completing these major projects at the same time:.
  • I worked closely with the OC Information Technology Department to transfer and update the OC parcel and property data used for the assessment of the OC SWPFs from a manual MS Excel spreadsheet to a robust MS Access database thereby increasing the accuracy of fee allocation as well as ensuring the inclusion of all OC properties and parcels are reviewed.
  • The MS Access database is now linked directly to tax records, permit records and other parcel information.
  • Provided a complete cost of service for each individual program for the County Manager.
  • This analysis determined the personnel costs, equipment costs, fuel costs, hauling costs, processing costs and overhead costs for each recycling and waste reduction program in OC to include: residential Urban collections, multi-family collections, business collections, schools collections, food waste collections, household hazardous waste operations, waste electronic recycling operations and government buildings collections.

  • Prepare and manage annual operating budget of $8 million and multi-year development fund budgets of $7 million for solid waste enterprise fund to maintain financial stability of funds and to ensure cost of service balance for customer classes.
  • Negotiate services to be provided and contracts for residential refuse and recycling collection services.
