As the purchasing supervisor I review requisitions to determine how the purchase should be made and if the funding is appropriate for each purchase. Oversee the purchase of goods that support all departments and sites in the district. Communicate with district staff and outside vendors through phone, email and in person conversations to answer all questions and resolve issues. Another component of my job is to oversee the purchasing staff, giving direction and guidance when needed.
I process all Non Public School and Agency contracts for the special education department ensuring that all contract documents are completed correctly and all required insurance needs are being covered. All contracts for the Bond and facilities department, all Non-public requisitions for catholic schools in our district and orders for all of our necessary small schools. All contracts for services come to me for review and to ensure that all documents are attached and in compliance. This includes insurance documentation and endorsement language.
I create reports, create and analyze data and I assist in closing every year. I am the priJessica trainer on Munis financials, providing trainings several times a year as well as assisting by phone and video multiple times a day. I created the manual for Munis financials that everyone utilizes for processing requisitions and running budget reports.
I helped create the current contract process that differentiates between direct service and non-direct service contracts. Using this process has allowed our district to coordinate and enforce a system that makes sure we know that our students are protected.
As the Procurement & Training Technician I acted as the supervisor of the purchasing department. I assisted in bids and purchasing processes for the purchasing department. I also acted as assistant to David Johnston assisting with any tasks he assigned.
Our financial system at the time was Bitech, I trained all users on how to create requistions and reports in the system.
As the Buyer in the purchasing department at that time I worked directly under the Senior Buyer. Coordinating the daily processed of the purchasing department . I processed all technology orders and assisted with fixed assets as well a processing purchase requisitions for specific schools and sites.
I started working for the West Contra Costa Unified School District on October 1. 1995 as a substitute working at various schools.
I have been very active in the school community, my union and in CASBO.
I started my public service in 1995 when my son started kindergarten by joining the local parent group at his school. In his 7 years there I held the position of Secretary, Treasurer, Parent liaison, Parliamentarian, and President. I also created and ran a "Parent Night Out" event that netted enough money to fund field trips for all grade levels the next year.
I joined the School Site Council in 1998 and acted as Secretary then President.
While my son was in high school I continued with the parent group, now PTA, as Secretary and President. I was also President of the School Site Council and an active participant in the WASK process.
In 2008 I received the Distinguished Citizen Award for District Employee / Parent Volunteer recognizing my service at Tara Hills Elementary School, Pinole Middle School and Pinole Valley High School.
As the priJessica trainer and part of the implementation team for our financial system (Munis), I received an award for implementing and improving the Districts enterprise system.
At work each year I organize a Secret Santa Program where we adopt all of the Kindergartners at one of our low income Schools and everyone in the building helps provide them with presents.
I am currently Vice President of School Supervisors Association IFPTE Local 21 and attend the delegate assembly meeting biannually as well as the monthly board meetings.
I am a CASBO member and over the years have attended many conferences and workshops presenting for large groups.
I have held the position of the Northern Section Purchasing Professional Council Chair, State Purchasing representative. Secretary and Director III to the Northern section executive board. This coming year I will be Director II of the Northern section executive board.
