Senior program manager charged with developing innovative web based programs used to measure IRS field employee casework nationwide. Measures developed for examination, collection, specialty tax, fraud, insolvency and technical support programs used to measure individual as well as organizational performance.
Project Management: Initiated and led a multi-functional team to develop national comprehensive organizational and employee performance web-based case review programs. Merged two separate, incompatible processes into one comprehensive program using common measurement standards and an easily updated design. Brought together and relied on internal expertise rather than external contract expertise to achieve in excess of $1M in savings to the government.
Labor Negotiations: Negotiated implementation of a new comprehensive employee casework review program with the National Treasury Employees Union (NTEU). One year effort included mediation and negotiations through the Federal Services Impasse Panel (FSIP) to achieve Agency goals.
Program Management: Following development, negotiations and implementation, developed a new national level program having significant influence and impact upon the effectiveness of 30,000+ IRS field employees, managers, executives and their field case work.
Led a team of 24 senior analysts, managers and national review staffs located throughout the country engaged in managing all aspects of a national field casework review program. Defined and implemented strategy and business plans for Small Business/Self Employed, Collection Embedded Quality Program. Direct impact in improving work quality of thousands of field employees, technical staffs and management across the US. Maintained currency of the programs as tax law and procedures changed; considered and responded to customer input; designed and implemented improvements and program expansion. Negotiated revisions with the federal union.
Developed a business plan and secured support from IRS leadership to replace an aged quality review program with a comprehensive web-based program, relying on a common set of standards, to provide comprehensive performance review data of field compliance employees and an independent review of closed casework for reportable organizational measures. Led a team of 25 field employees, managers analysts and Union representatives to develop, guide programming, test, pilot and implement web based review programs and processes. Negotiated the pilot and implementation with the National Treasury Employees Union; worked with a wide range of internal and external stakeholders, consultants, programming and security staffs. Completed work timely and within budget, while saving IRS $1M in consulting costs.
Series of increasingly challenging positions leading a group of 20 employees to multiple groups including over 120 employees and managers spread over large geographic area in the San Francisco Bay Area and subsequently throughout Upstate New York. Staffs initially responsible for field collection casework; expanded to include field examination, office examination casework and Taxpayer Service Walk-in offices. Collection casework included securing delinquent returns and liabilities from a wide range of taxpayers including individuals, small businesses and large corporations. Examination casework included office and field examinations of individual, small and large business and corporate tax returns to determine compliance with tax laws. Taxpayer Service operations were responsible for a broad range of public walk-in services including return preparation, technical and general tax assistance. Skills include broad knowledge of tax law, general and specific business knowledge and practices, lien law, investigation and research, negotiating and a wide range of management skills.
Field position charged with collecting delinquent taxes and securing returns from individuals, small businesses and corporations. Extensive knowledge of tax law, lien law, business practices, accounting, investigative and research skills, negotiating, dealing with confrontation and time management. Prepared individual and business tax returns, prepared financial statements through taxpayer & representative interviews as well as from third party sources and research. Conducted field investigations to locate taxpayers and/or assets, negotiate case resolution using a wide range of tools including administrative enforcement activities.
