Ms. Claire has worked in the human service industry for over 26 years. Beginning as a Home Health Aide she progressed through the ranks of independent senior living, assisted living, and skilled care for seniors. These activities led her to pursue her B.A. degree in Gerontology and Human Service Administration, and then her M.A. in Pastoral Counseling, from Loyola, as a means of better serving the senior community, her source of compassion. Previous professional positions encompass program development, client advocacy, marketing and public relations, quality assurance, social services, and professional fund-raising.
Jessica strives to make the world a better place. Through various volunteer and professional efforts, Jessica continues, on a daily basis, to work for others who can benefit, directly, from her compassion, and service involvement.
Running a small retail business gives unique and surprising opportunities to do good for others regularly.
As a Volunteer Coordinator for Hospice of the Chesapeake Jessica invested her time, each day in solidifying relationships that provide deep reward, comfort, and peace. Shepherding volunteers, nurturing partnerships, building connections with her eye on the mission of promoting a holistic approach to care during the end of life gave her satisfaction.
Formerly Jessica was employed as the Human Services Office Grants Administrator under the Anne Arundel County Executive’s Office working with social and health related programs and projects to enhance services and care available to Anne Arundel County constituents through program advisement and direct grant giving. While there she gained considerable knowledge of grant administration practices, the methods, resources, and standards of grant development principles and practices, as well as knowledge of grant evaluating principles, methods, tools to organize grant monitoring. She became proficient at setting priorities and determining resource requirements. Jessica maintains her knowledge of grant funding policies and procedures applicable to local, state, and federal regulations; and county government grant guidelines and her experience with budgeting and fiscal management principles and procedures for grant monitoring.
Jessica has also worked as an Information Specialist for the Anne Arundel County Department of Aging providing community education, assistance, outreach, and networking to local residents, businesses, and non-profit organizations in Anne Arundel County. During fiscal years 2010 and 2011 she was contracted by SPAN to increase program financial resources and income through grant applications and additional program development.

Jessica has been a member of the Board of Directors for The Volunteer Center for Anne Arundel County, The Anne Arundel County Food Bank, The Anne Arundel Council of Community Services, and the Maryland Information and Referral Provider Council. She has also been active in the Leadership Anne Arundel program.
She currently maintains a nationally certified geriatric health care training curriculum she developed with the National Association of Hospice and Homecare in an effort to streamline the process of certification for intending caregivers to easily access information and necessary training to effectively provide much needed in-home care to individuals with outstanding physical and social needs.
She holds dual Bachelors’ degrees from Metropolitan State University, Minneapolis, Minnesota, in Human Service Administration and Gerontology. Her Master of Arts degree in Counseling (emphasizing Pastoral Care) is from Loyola College in Columbia, Maryland. Her certification as an Information Specialist is from the National Information and Referral Providers Counsel.
Her personal activities include several non-profit, grant writing projects and fund-raising efforts.
Since the birth of her twins, Timothy and Frances, in 2003, Jessica has written and published ten story-books and developed an entire product line of entertainment items focused on the trials and triumphs of twin families.
