Plans, schedules, and supervises the Solid Waste Department programs and services; inspects work of subordinates to ensure appropriate and timely completion of projects. Responsible for the financial management of the Landfill. Develops, allocates, and monitors the Landfill budget. Oversees the development of the Landfill Capital Improvement Plan. Develops, manages, evaluates and enhances efforts to implement innovative waste and recycling services in response to citizen demand, available opportunities and changing commodities markets for commercial, residential, and institutional customers to reach City's diversion goals. Coordinates with Purchasing, Fleet Services and other departments or vendors to acquire the appropriate equipment and supplies. Procures supplies and materials, records material consumption, maintains required records and submits daily, weekly, monthly, quarterly and yearly reports. Conducts employee interviews, selections, performance appraisals, disciplines, etc.Trains and coaches subordinates in work techniques and best management practices to accomplish tasks through on-the-job training and individual instruction; and identifies additional training needs of subordinates. Implements and enforces a safety program; enforces environmental health compliance policies. Manages and participates in compliance reviews of the operations to assess, investigate, evaluate and report findings. Performs inspections to ensure site operating files are up-to-date as outlined by regulatory agencies. Promotes the City's refuse and recycling landfill services through public contact. Assists Solid Waste Services Director and Collection Manager with updating City ordinances, KPI's and business models., Conducts tours and sits on the Nimitz High School Advisory Board.
