Served as the Contracting Officer Representative (COR) for 10 contract task orders. Verifying the contactor performs the technical requirements of the contract in accordance with the contract terms, conditions and specifications. Conduct line item reviews (LIR), coordinate with other contracting officer representatives (COR) as well as provide the Program Manager input for the Program Review Board (PRB).
Develop cost management methodology for an ever changing market to achieve strategic business objectives and desired returns on investment with annual sales of $1.67M. Created a business model outlining the capital investment, market research, business strategies and objectives for presentation to the Small Business Administration (SBA) for an initial start-up loan to purchase first location. Successfully negotiated 2 owner/operator contracts with Shell Oil Products United States (SOPUS) for two store locations to optimize inventory sales. Monitor the daily operations of two store managers, an hourly staff of 12 associates, and schedule daily, weekly and monthly deliveries of required inventory valued at $5,500 weekly to satisfy levels of performance for each store location. Control spending and budget accordingly based on weekly, monthly, quarterly and annual comparisons. Feb 1999- Wal-Mart Distribution Center, Sanger, TX - Area Manager Plan manpower and staffing needs for an operation that processed over 28 million cases of inventory annually to over 90 stores within the region. Managed the Order Filling Operation within the warehouse that staffed over 30 personnel. Piloted the Radio Frequency Identification (RFID) freight concept for the Wal-Mart, Inc. Logistics team and implemented the program into operation at over 22 Regional warehouses. Balance the expected daily volume with the required man hours necessary to achieve the most cost effective method of operation while maximizing the total number of hours used to achieve area specific cases per man hour goals. Implement quality standards for several areas within the Order Filling Operation, Pick and Put Operations, Shipping and Receiving Operations to allow an inventory accuracy of 99.86%. Coordinated all areas within the operation to maximize operational efficiency and plan for asset utilization and purchasing that included a cost justification for equipment used to process 28M cases annually.

Work directly for United States Forces-Afghanistan (USFOR-A) Chief of Staff as Action Officer and liaison to USFOR-A Detachment Commanders. Voting member on the Joint Facilities Utilization Board for construction validation and expenditures. Facilitate retrograde actions of over 50 thousand rolling and non-rolling stock inventory through the Northern and Western Logistics Hubs in order to meet the President's exit strategy. Onsite project manager and contracting officer representative (COR) for various New Kabul Compound (NKC) construction projects from execution through completion. Battalion S3 Training Officer for 4/108th CM TRNG BN. Responsible for the training and coordination of annual training for each unit within the BN. Served as Executive Officer (XO) for the 2/354th FA REGT and 284th EN CO, responsible for ensuring all required training of all 135 and 167 soldiers was conducted in accordance with Army Regulation and BN guidelines. Commanded the mobilization efforts for 38 soldiers preparing to mobilize to Active Duty for Operation Enduring Freedom while maintaining combat readiness for the Rear Detachment in support of the efforts. Successfully completed the Drill Sergeant Basic course and served 2 years on Active Duty as a Senior Drill Sergeant in C 1/40th FA in a total control environment for new soldiers joining the Army.
