Grant Program Manager / Administrative Analyst January 2009 to CurrentCity of Riverside Fire Department - Riverside, CA
Urban Area Security Initiative (UASI) Position is responsible for the funding administration of the Riverside Urban Area Strategic Initiative (UASI) grant and federal reporting requirements.
The Riverside Urban Area Initiative focuses on anti-terrorism projects in the Inland Empire region encompassing the City of Riverside, City of Ontario, City of San Bernardino, Riverside County and San Bernardino County.
Ensures all projects submitted are eligible for funding under the grant guidance.
Prepares budgets for the grant.
Authorizes expenditures against the grant.
Develops & submits all federally required documentation: A-133 Audit information, Department of Homeland Security Monitoring Report, Grant application including Investment Justifications.
Works closely with the City Attorney to develop and execute contracts related to the grant.
Works closely with project managers to ensure that procurements follow Department of Homeland Security (DHS) and City purchasing requirements and are completed before the expiration of the grant.
Supervises the UASI Staff.
Coordinates and participates in all auditing and monitoring site visits by Federal Emergency Management Agency, California Emergency Management Agency and the Office of the Inspector General.
Coordinates and completes all federally mandated reporting requirements through the Biannual Strategic Implementation Report (BSIR).
Ensures compliance with all federal regulations and OMB circulars (A-102, A-110, A-87, A-21, and A-122).
Works cooperatively with members of the Approval Authority, Steering Group, Working Group, stakeholders in these administrative efforts.
Liaison with the California Emergency Management Agency (Cal-EMA) and Federal Emergency Management Agency (FEMA) regarding the management of the UASI funding.
Represents Riverside UASI at conferences and workshops providing presentations when requested.
Attends and participates in relevant Homeland Security related training and conferences.
