I have 26 years experience in firefighting and emergency medical treatment. I currently hold the position of Deputy Chief overseeing the Emergency Medical Support Division of the El Paso Fire Department. This position is upper management level in a fire department of 900 plus personnel. I am third ranking officer of the El Paso Fire Department. I have also held the ranks of Battalion Chief, Captain, Lieutenant, Fire Suppression Technician, and Firefighter. I have been awarded service ribbons for Administrative Excellence, Outstanding Fire Officer, and Good Conduct. My last 8 performance evaluations received an overall rating of exceptional.
General Purpose:
Under general direction, as third ranking officer in the El Paso Fire Department, manage fire operations to prevent or minimize loss of life and property from effects of fire or other emergencies.
Typical Duties:
Direct, plan, coordinate and administer citywide emergency operations. Involves: Respond to alarms of major incidents and direct field operations. Ensure changes in assignment of personnel and equipment are carried out promptly and accurately. Inspect personnel, equipment and other firefighting apparatus. Provide for coordination and operational consistency among shifts and districts. Work closely with operation support divisions and provide oversight and direction to said divisions as assigned. Monitor performance and evaluate fire operations. Develop new and alternative services if required. Implement operational policies and procedure. Analyze and evaluate program effectiveness. Make supervisory inspections of line operations. Interpret departmental policies, standards and procedures. Conduct strategic planning.
Supervise assigned personnel. Involves: Schedule, assign, instruct, guide, check and evaluate work. Arrange for or engage in employee training and development. Enforce personnel rules and regulations, standards of conduct, work attendance, and safe working practices. Counsel, motivate and maintain harmonious working relationships among subordinates. Recommend staffing and employee status changes. Interview applicants and recommend selection.

Typical Duties:
Perform functions in Operations as assigned. Involves: Deploy and oversee Emergency Response companies and equipment at response scene, until relieved by superior officer. Interpret and relay orders of superior officer. Implement and ensure adherence to readiness and discipline standards by conducting or arranging for personnel, equipment and fire station inspections, water supply surveys, and other pre-fire planning and subordinate training. Ascertain causes and extent of fire and collateral damage to property.
Perform training functions as assigned. Perform functions in the fire medical services division as assigned. Involves: Plans, organizes, directs, coordinates and evaluates the delivery of emergency medical services by the El Paso Fire Department, including, but not limited to, Advanced Life Support Paramedic Transport, Advanced Life Support Paramedic Engine Companies, and Emergency Medical Technician (Defibrillator); coordinates departments to ensure appropriate delivery of citywide EMS services, works closely with State emergency medical service agencies; acquires and maintains working knowledge of County, State and Federal laws, regulations and protocols dealing with the delivery of pre-hospital emergency medical services; assists with the preparation and administration of FMS operating and capital outlay budgets; participates in developing specifications for ordering, and placing in service medical apparatus and equipment; supervises the effective operation, utilization, and maintenance of medical apparatus and equipment; responds to emergencies to coordinate and direct the activities of personnel and equipment.
