Responsible for managing a 10 county, Farm Loan Service Center, with a $45 million guaranteed loan portfolio and a $20 million direct loan portfolio. My duties include all responsibilities of the Farm Loan Manager position. I supervised 4 employees of the agency

In 2001 became Farm Loan Manager with a 55% direct loan delinquency rate, I reduced this delinquency to less than 1%. I had the highest loan portfolio to African Americans in the state.

Major Duties:

Plans and directs the Farm Loan Programs in the assigned serviced area, performing a variety of program management and administrative functions required to assure the technical soundness of decisions made, conformance with relevant provisions of laws, regulations, policies, and procedures, effective delivery of farm loan program services, and the overall integrity of the farm loan program in the assigned area.

Worked with other USDA employees to facilitate and coordinate' the efficient and effective delivery of farm loan program services in the serviced area.
Improved access to agency programs through community outreach efforts and maintained communication and cooperative relationships with producers, lenders, commercial and educational institutions, rural community groups, and other Federal, State and local agencies. Promotes high quality customer service to all FSA applicants and borrowers. Ensures that the civil rights of applicants/borrowers are protected and strives to meet needs of socially disadvantaged and minority applicants and borrowers. Represents the State Executive Director and/or District Director at meetings with various groups and associations.

Within delegated responsibilities conducts appraisals of chattel and real estate property in conjunction with loan making and servicing. Initiated contract requests for appraisals of farmland, farm machinery, etc. and reviews the appraisal for accuracy, regulatory compliance and acceptability. Monitored the administration of contracts from initial solicitation and award to completion of contract.

Prepares documents to defend the agency's position in appeals and/or challenges to adverse loan decisions Represents the agency in appeal hearings, court appearances and other third party actions. Refers cases to the State Office, U.S. Attorney's Office or Office of General Counsel (OGC), and recommends necessary legal or administrative actions, as appropriate.
Reviewed recommendations made by loan officers for technical adequacy and compliance with policies, regulations, and procedures. Within delegated loan approval authority, approves/disapproves those loans referred by the loan officer that are beyond the loan officer's delegated authority.. Approves or disapproves loans or servicing requests.
Assisted farm loan applicants, borrowers and others in developing and preparing their financial records. Reviews farm records, financial records, and production reports to evaluate financial situations and credit risk. Gathered and evaluates relevant financial information and repayment to determine whether payment adjustments are warranted.
