Strategic planning work included support for the development of transit oriented development plans, business plans for the agency, as well as operational analysis for bus and light rail, fare policy analysis, financial department organizational change management assessments, zero based budgeting analyses, business process development and contract management.
  • Technical work also included performance audits for the administration with recommendations on best practices and improvements.
  • Provided strategic and financial analysis support to the review of third party service options for the Presto Card (the inter-municipal transit smart card under development for the Greater Toronto Area and Hamilton).
  • Lead the initial basis of design, capital cost estimate development and technical specifications development to 30% for the implementation of a smart card system on Tri-Rail, a commuter rail line operating in the Miami Region. This also involved the development of business rules and fare policy analysis for the integration of the system with Miami Transit's newly proposed smart card system, as well as fare integration with Broward County and West Palm Beach transit systems.
  • Led the efforts to support the development of new policies and procedures for customer service, operations, maintenance and treasury functions associated with the implementation of a new smart card fare system at Houston Metro. In particular, procedures were designed to support industry bet practices. Also led the strategic evaluation of outsourcing the treasury functions.
  • Deputy Project Manager responsible for the system alternatives analysis, capital cost estimates and basis of design report used to support PATCO's decision to move to an integrated magnetic and smart card system. Proceeding the Board's decision, Jessica was the Deputy Project Manager supporting the development of the technical specification and in particular, the procurement evaluation criteria, procedures, special terms and conditions as well as providing procurement support during the bidder evaluation.
  • Provided technical, policy and strategic support to the GO Transit design team and municipal service provider representatives in the development of a regional smart card system specification and request for proposal package. This work included reviewing internal staff design documents, developing cost estimates, and supporting the development of municipal and central system technical specifications for a region wide, smart card deployment on bus and commuter rail systems.
  • Responsible for developing nine municipal business case analyses to support the municipal participants in reviewing four technology alternatives for the future Presto System.
  • Worked with the Port Authority of New York and New Jersey, the Monorail operator, and New Jersey Transit, the commuter rail operator, to design and implement the first smart card pilot in the US. The SmartLink® card allowed customers using NJ Transit to seamlessly transition to the Monorail to access the airport. This pilot was initiated, developed and fully implemented in 10 months to meet the opening of the new multi-modal monorail station at the airport. The project also involved the creation of a backend clearing center for the card through the Port Authority's EZ Pass road tolling system
