  • Provides principal assistance to the Director of Human Resources in the planning, organizing, directing, supervising, managing and evaluating the agency's resources, programs, functions and activities.
  • Responsible for programs and activities associated with recruitment, classification, compensation and benefits, equal employment opportunity (EEO), discipline, grievances, appeals, personnel rules and related human resources programs and activities.

  • Investigates EEO complaints and other employee grievances; develops findings of fact and makes appropriate remedial recommendations to the Director.
  • Coordinates major Departmental administrative programs and/or activities as assigned Advises the Director of Human Resources regarding issues and concerns relating to classification, compensation, benefits, EEO and related issues; provides reports as required.
  • Counsels with and advises Department Heads and other DPS officials, supervisors, and employees on the interpretation and application of the agency's Personnel Rules and Regulations, the resolution of human resources problems and other human resources issues.
  • Participates in the design, development, and conduct of the agency's Performance Appraisal Program and develops implementation procedures, reviews appraisals for adequacy of justification, and initiates corrective action.
  • Plans, directs and conducts a wide variety of human resources management special studies and assignments for the Director of Human Resources.
  • Supervises the preparation of reports and recommendations; prepares implementation plans and supervises the implementation of major recommendations accepted.
  • Significant Accomplishments: Post Utilization Study - Developed and conducted an evaluation of how Georgia's State Patrol NCOs are utilized in field Posts.
  • Final report established that productivity and NCO-Trooper ratios exceed the national norm.
  • Workforce Plan 2012 - Developed and presented detailed strategies on how DPS would meet emerging needs for a qualified, diverse workforce.
  • Recruitment - Implemented changes and improvements in recruiting that resulted in increased applicant pool (30%) for State Troopers and Motor Carrier Compliance Officers.
  • Developed Behavioral Dimensions that guides the selection process for all sworn personnel.
