Cecil has 11 years' experience in instructor, procurement, logistics analyst, inventory control, and contract administration capacities.
As a State of Maryland Motor Vehicle Administration licensed instructor, she instructed students applying for a Class C driver license in the classroom setting, as well as in a vehicle.
She is an experienced procurement professional having performed various shipping & receiving as well as production control and credit card procurement management functions.
She has a working knowledge of inventory control to include tracking & analyzing material usage, scheduling, and procurement procedures while supporting a large classified program.

Within the last year, she has been a participant in Compass' transition from GCS to Costpoint accounting systems as well as training sessions offered related to contract administration.
She has a general familiarity with Wide Area Workflow (WAWF) as described in DFARS 252.232-7006 as well as most of Compass' government contracts, and also has a working understanding of ISO 9001:2008, having operated consistent with the Contracts Lifecycle Management Procedure CSI-CGP-1001 since May 2013.
