Source Selection Experience

  • Review and advise customers on the application and applicability of technical evaluation factors in all of the competitive acquisitions and to help the sponsor determine if the appropriateness of sole-source vs competition.
  • Led several competitive efforts of various size and complexity
  • In 2013, awarded the largest, in terms of value and contractor support, non R&D competition in the history of the Agency. The $5B IT services acquisition took over 3 years to complete of which I took over during the final 12 months. I entered into discussions with those in the competitive range, held several informational bidders conferences, oversaw the evaluation of the final proposals, entered into negotiations and subsequently awarded to all 10 offerors.
  • Currently working on a $50M competitive effort for specialized training support. Once completed, this contract will be a hybrid Cost Completion, Award Fee and Level of Effort type contract to allow the sponsor the utmost flexibility and to properly manage the contractor's performance.

Resource Management

  • Actively pursue the use of resource savings methods by engaging in opportunities to consolidate similar activities and streamline acquisitions strategies.
  • During the period of 2009 - 2012, awarded over 10 IDIQ Base contract vehicles and over 30 task order contracts.

Business Adviser

  • Proactively engage with program and requirements officers to develop and implement streamlined business processes that accomplish both straightforward and complex acquisition requirements in an efficient manner and in compliance with established laws, regulations, policy and procedures.
  • Actively provide recommendations and direct activities to accomplish timely acquisitions.
  • Provide guidance to the sponsor regarding the proper timing for all funding activities for their contracts.

Contract Negotiation

  • Negotiate the terms and conditions of all new contracts and those contracts in which changes are occurring, to include fee/profit, labor rates and labor hours.
  • Negotiate any licensing agreements for hardware or software use.

Team Mentor

  • Provide team mentor aid to junior officers for the past 5 years. This involves answering questions and reviewing their work prior to submission to management.
  • Served as the de-facto team lead to a team of 2 other Contracting Officers for a large $5B program. This involved keeping track of any outstanding issues, dissemination of information throughout the team and being the main point of contact for the 10 contractors on the program.
