Over 23 years of experience performing roadway, bridge and rail Construction Engineering and Inspection (CEI), including 5 years of contractor experience on concrete paving projects and 5 years as Resident Engineer/Project Manager (RE/PM) with a local government agency. I am experienced on project delivery from pre-construction to project close-out and have delivered transportation and rail projects in accordance with FHWA and FTA guidelines and coordinating through a General Engineering Consultant (GEC). I have managed projects using TxDOT’s Quality Assurance Plan (QAP and Sampling Frequency & Testing Guide for Design-Bid-Build projects). I addition, I am TxDOT Certified on Local Government Project Procedures (LGPP). My technical expertise on construction methods and materials, and my proficiency in managing local, state, and federally funded projects will be a valuable in future tasks. I have a well understanding of the CEI-GEC-Owner interaction and have worked on all three sides of the business, this will assist me to hit the ground running and minimize the learning curve.

Responsible for the CEI group in Central Texas managing consulting services contracts with TxDOT, CTRMA, City of Taylor, and Hays County with a total value of over $18M in fees. Main duties include delivering quality services within budget to the client and managing the business unit to meet or exceed utilization, bookings, and profit goals. I am also in charge of leading pursuit teams, business development, forming strategic partnerships with other firms, preparing proposals, and performing interviews for upcoming work. In addition, I oversee the quality and safety programs for my team, administer the vehicle fleet, and facilitate training, set expectations, and conduct performance evaluations of employees.
Project Manager for the SH-130 Lane Addition ($37M - Georgetown Area Office), IH-35 William Cannon Project ($78M - North Travis Area Office), and FM-1863 Reconstruction ($13M New Braunfels AO) - Responsible for providing full CEI services, including contract administration, materials testing, utility relocation, and construction surveying quality assurance. Additionally, I prepared level of effort and negotiated fee with TxDOT for Work Authorization approval. During project delivery I managed the CEI budget, staff levels, subconsultants, prepared required reports, and responded to quality audits. I managed a staff of 20 Resident Engineers, Construction Inspectors, and Records Keepers.
Resident Engineer / Project Manager at the Perris Valley Line project working for the Riverside County Transportation Commission (RCTC) leading the HDR team that provided CE&I services for this $150 million project. As the single point of contact for RCTC, the GEC for construction management, and FTA oversight I oversaw the overall quality program and coordinate day-to-day field operations and contract administration. The PVL Project consisted of extensive track rehabilitation, construction of new track, and construction of three new Metrolink Stations, the expansion and system upgrades of the downtown Perris Multimodal Center, and the construction of a layover facility.
Resident Engineer - I-215 Reconstruction San Bernardino Associated Governments . I coordinated inspection of roadway and structures work on this $172M Project. Main duties included: utility relocation (water and sewer), temporary traffic control & staging, inspection of SW3P compliance, deep drainage installation, including jacking of 10-ft diameter RCP under I-215 and City streets, Bridge demolition and replacement and JPCP and Asphalt Paving. The project was built on 4 construction stages while maintaining traffic on the freeway and City streets. A total of 16 bridges were replaced/widened over I-215 and BNSF tracks, and 32 retaining walls were constructed.
County of San Bernardino Department of Public Works, Resident Engineer for Public Works, RE/PM responsible for the contract administration of Transportation and Flood Control Projects. Duties included coordination with contractor, public relations and community outreach, TCP review, project documentation, progress pay estimates, contract change order negotiation, and supervising Inspectors and Material Testers. Provided CEI for over 35 projects during tenure with DPW, significant projects include: the construction of the San Antonio Heights Storm Drain, jacking & boring 2-60” RCP under SR-60, in the City of Ontario, CA, re-alignment of Valley Blvd at Pepper Ave in San Bernardino, CA, and several urban and rural road rehabilitation and signalization projects across the County, including Amboy Road, Dagget-Yermo and National Trails Highway.
