Direct and manage permanent protective details on designated High Risk Billets within the Department of the Navy (DoN), located in Continental United States(CONUS) and outside the CONUS (OCONUS): Secretary of the Navy, Chief of Naval Operations, Commandant of the Marine Corps, Commander Special Operations Command, Commander Central Command and Commander International Security Assistance Forces-Afghanistan.
Support to other NCIS details in Europe, Hawaii, Far East and Middle East.
Oversight of the Protective Intelligence Unit, which identifies threats to protectees, monitors networks for threats, assesses potential threats and establishes courses of action to mitigate threats.
Managed training operations at the NCIS Training Academy located at the Federal Law Enforcement Training Center, which consisted of 25 certified training professionals.
Design and execution of training programs for the NCIS work force, amounting to roughly $7.5 M annually, and development of new training programs based on emergent requirements of the NCIS global mission in Counterintelligence, Counter Terrorism, General Crimes, Cyber Crimes and Fraud investigations.
Directed, planned criminal investigations, CI and counter terrorism investigations and operations to include collection and dissemination of threat information germane to U.S.
Naval interest, and ensured force protection measures were implemented and threats mitigated for U.S.
Naval personnel based in the UAE and those transiting the country.
Oversaw over 450 US Naval ship visits to the UAE each year and ensured FP measures were implemented and threats mitigated.
Member of the Ambassador's Country Team and coordinated NCIS activities with Other Government Agencies represented in the diplomatic mission.
Liaised with mid and high level UAE government officials, as well as fellow law enforcement and Security Intelligence Service representatives from other foreign diplomatic missions, and US coalition partners based and transiting the area.
Established professional relationships with commercial entities operating in the ports of the UAE.
Supervisor to twenty-one staff members at the NCIS Academy, who provided instruction to professional support personnel and Special Agents in basic and advanced training programs.
Led the development of the High Risk Operations Training Program, which prepared Special Agents for deployment to high risk areas (Iraq, Afghanistan, and Djibouti).
Deployed to Fallujah, Iraq for four months (Sept - Dec 05). Managed eight Special Agents, who were located in four different locations in western Iraq (Anbar province). Oversaw the execution of criminal, counterintelligence and counter terrorism investigations and operations.
Certified detailed NCIS Instructor. Provided law enforcement instruction in classroom and field training scenarios to federal law enforcement students attending the Criminal Investigator Training Program.
Focus of instruction was introduction to criminal investigations, surveillance, undercover operations, law enforcement report writing, and execution of search and arrest warrants.
Conducted various criminal investigations and operations in support of Navy and Marine Corps commands either unilaterally or bilaterally with local, state and other federal law enforcement agencies, as well as applicable foreign law enforcement and intelligence services.
Investigations consisted of allegations of narcotics distribution, rape, sexual assault, child abuse, child sexual assault, death/homicide, and property crimes.
