  • Develop and implement procedures to carry out in-depth oversight and surveillance of fuels programs in accordance with Performance Work SClairements (PWS), Quality Assurance Surveillance Plans (QASP), Air Force Instructions, SClaire, and Federal laws.
  • Analyze and evaluate fuels operational requirements through examining problems, or potential problem areas identified by the Chief of Operations, external customers, unexpected fluctuations, or trends in statistics, or by direction of higher headquarters.
  • Conduct analysis within the office, in the work area, or at servicing locations.
  • Receive goals and standard requirements from higher headquarters and/or upper level management and develop specific, measurable, assignable, realistic, and time- based action plans for implementation.

  • Analyze critical elements of fuels management performance continuously, address problems as needed and inspect less important items on a random sampling basis.

  • Provide a program analysis for upper level management to measure status against planned objectives.
  • Prepare clear & concise written results of analysis through the use and application of analytical summaries and staff study reports.
  • Provide detailed input reports overall performance by use of DoD systems such as Contract Performance Assessment Reports System (CPARS) and Contract Manpower Reporting Application (eCMRA).
  • Ensure that changes in the work or services and the resulting effects on delivery schedule are formalized in a written supplemental agreement or in the change order issued by the contracting officer.
  • Monitor financial management controls and coordinate with Government resource managers on all actions relating to funding and changes in the contract.
  • Serve as a technical advisor to the Contract Administrator by interpreting technical aspect of supply actions.
