  • Served in a Project Management Specialist position beginning at GS-05 progressing to GS-09 in February 2018 for the US Army Engineering & Support Center, Huntsville, AL, in the Medical Directorate, Operation and Maintenance Engineering Enhancement (OMEE) and Project Support Services (PSS) teams.
  • Responsible for bilateral government contracts -.
  • Service Order (SO) Desk Management: service orders - for Corrective Maintenance (CM) at Medical Treatment Facilities (MTF's) worldwide.
  • Life Safety - Support services include interfacing with customers and the Product Delivery Team (PDT), database maintenance, database development and upgrade, and service order package assembly and review for compliance with contract requirements and coordination and tracking of service orders.
  • Assist Project Managers (PMs) in the administration of OMEE and PSS specific contracts for the Army, Airforce and Navy.
  • Emergency SOs - build a similar statement - Urgent and Compelling request to meet medical facilities needs to keep them operational and mission ready.
  • Timeliness, fast response, accurate communication ensuring the Contracting Officer (KO) is ready and able to meet the demands of stakeholder needs.
  • Review, validate, and verify over 2000 CM SOs annually during the Execution phase.
  • This includes scope, schedule, and budget for each unique contract.
  • Once verified, working with the PDT, process the SO for Contracting Officer (KO) approval and signature.
  • After approval, I monitor the execution and timeliness of contractor completion and Government acceptance.
  • Ensure financials balance for contract Closeout.
  • Project Management: Assist PMs with project control, data/submittal management and funds management by submitting packages to contracting necessary to move forward with award such as Independent Government Estimates, Analysis and Evaluations as well as copies of the Purchase Requests created in preparation of future distribution of contract/task order award.
  • Aid in funds management by completing quarterly unliquidated obligation (ULO) reviews for our PMs as well as the de-obligation of contracts/task orders, labor and travel codes.
  • Create and maintain programmatic CONUS and OCONUS P2 projects for the acceptance of project funds.
  • Accept MIPRS from RM and assist with funding and ordering work item assignments for labor, travel and contract budget lines in P2.
  • Adjust budgets as needed to ensure proper resourcing and allocation of funds for the PM.
  • Create Government Orders in the Corps of Engineers Financial Management System (CEFMS) to send money to other districts/sites ensuring that all are appropriately funded per the bona fide need rules concerning purpose, type of funding, severability, and time.
  • Create and track labor codes and travel funding information.
  • Provide input to extract reports and manage accuracy of project funding issues through the use of CEFMS.
  • Process, track and complete all closeouts for the PSS team as well as reporting to upper level management, PMs, PgMs and Branch Chiefs on status to ensure contracts are closed out.
  • Create, amend, and approve other various PRs such as labor, and credit card.
  • Review Engineering Form 93 for payment and processing in CEFMS as well as vetting through our Project Delivery Team (PDT) and offsite financial center.
  • Subsequently identifying data discrepancies and coordinating with contractors verbally and in writing to resolve issues in a timely manner.
  • Serve as the appointed trusted agent for the entire Medical Division to process Contractor CAC requests for every required program within our Division.
  • Worked on the OMEE Helpdesk team processing service orders.
  • Completed Technical Comment Forms for each service order, validated customer quotes, determined the wage rates based on the type of work for each service order i.e.
  • Service Contract Act (SCA) or Denis Bacon Act (DBA).
  • Worked closely with the Engineers and Project Managers to ensure service orders were approved.
  • Verified Air Force service orders were entered in FROID as well as performed both weekly and daily maintenance and updates, of the OMEE database respectively working to organize, expand, and utilize the database to achieve programmatic goals.
  • Help mentor other junior level project management specialists and interact across PDTs (OMEE/PSS, MRR, MO&T) and with PMs and PM Specialists within and outside of the Directorate to resolve issues and provide technical expertise where applicable for newer or understaffed programs and projects.
