•Participates in discussions, meetings, and conferences with Regional Processing Offices, contractors, stakeholders, subject matter experts, and technical personnel, and other federal agency officials to gain information, investigate facts, present conclusions and or recommendations in order to obtain concurrence and develop alternate courses of actions to standardize training for all Regional Processing Offices, and to mutually resolve problems.

•Initiates and executes complex administrative/management projects.
•Analyzes and evaluates operational trends and recommends more efficient, effective and economical ways to meet workload and program goals by participating in planning sessions.
•Reviews, analyzes and evaluates proposed congressional changes, operating procedures and delegations of authority that may affect VA's claims processing and program operations.
•Conduct outreach and training to Military Overseas Coordinators (Transition Assistance Program for TAP Briefings) Military Organizations, School Certifying Officials, State Approving Agencies, and Regional Processing Offices employees.
•Work extensively with the Project Management team reviewing reports, for timeliness and impediments in order to deliver TPSS Modules, and training content for the National Training Curriculum with minimal impediments.
•Analyze and collaborate with the Department of Defense in order to retrieve data elements for service members and veterans eligibility of education benefits.
•Audits and implements special training reviews requested by Assistant Director to ensure transfer of knowledge of new legislation and policy changes in specific target areas for claims processing.
•Collaborate with other Subject Matter Experts (SMEs) from various regions to develop the National Training Curriculum in order to standardize training for all RPOs.
•Prepares and submit a comprehensive quarterly training data report for each RPO on their target completion rate for all employees.
•Review and edit the Job Task Analysis Report to ensure to capture and validate the technical claims processing procedures performed by Veteran Claims Examiners (VCEs).
•Executed Quality Assurance site visits at all RPOs to ensure training is conducted and consistent with policy and procedures.
•Acting Team Leader for various issues (i.e. meetings, resource planning, costing processes for TPSS projects).
•Identifies and proposes solutions to management problems for claims processing including resources, contract support, SMEs, training, quality trends, and employee development characterized by their breadth, importance, and severity based on previous operational procedures where results yielded less positive or inadequate.
•Reviews internal processes and procedures, and recommends improvements to promote efficiency and cost savings. Evaluates, processes, and recommends effective organizational changes.
•Performs program cost analysis such as development of life cycle maintenance, or performs cost benefit or economic evaluations of TPSS training programs, content development for NTC, system updates.
