HERITAGE OAKS BANK – Santa Maria, CA
  • Report directly to the Executive Regional Market President
  • Create an SBA Unit within the Bank, which included development of a streamlined, reliable, productive and communicative process throughout the Bank's footprint.
  • Create, present and implement SBA Loan Policy and Desktop Procedures
  • Oversee the servicing of the existing SBA portfolio coupled with working with Relationship Managers, Lending Teams, Branch Managers and Client Relationship Managers to grow the portfolio.
  • Key functions and management of the SBA Unit encapsulated
    the following:  
    • Meeting with clients and accessing financing feasibility
    • Underwriting and presenting loan requests / servicing actions to the appropriate level(s) of authority 
    • Tracking of annual financial reporting requirements 
    • Completion of Annual Reviews 
    • Credit Risk Management and appropriately grading of asset 
    • Annual financial analysis 
    • OREO calculations 
    • Allowance for Loan Loss calculations

  • Report directly to the Executive Vice President.
  • Develop and manage Desktop Procedures beginning with loan origination through loan liquidation.
  • Responsible for the hiring, training and mentoring of sales and support staff.
  • Manage a sales staff of six and a support staff of four.
  • Work closely with the Bank's Corporate office and legal counsel in Roseville, CA in supporting the government guaranteed loan department as a whole and the mechanics in incorporating the various requirements set-forth by the governing agencies to the overall Bank and Regulatory requirements, which did not always mirror one another. 
  • Provide training to the Bank's delineated lending footprint, which encompassed as far North as Roseville and as far south as to the Mexican boarder.
  • Develop and maintain database for all originated, reviewed, processed, closed and administered loans.
  • Successfully received outstanding audits from U.S. Government, both Federal and State.
  • Recognized by the local Central Coast CDC as the top 504 Lender in approved loan volume.

Assistant Vice President, 12/1996 to 05/2004
GOLETA NATIONAL BANK – Goleta, CA
  • Report directly to the Vice President.
  • Perform loan servicing, collection of delinquent payments,  and liquidation of the SBA loan portfolio comprising of the states of California, Nevada, Georgia and Florida.
  • Create templates for staff members to utilize in completing all post-closing actions.
  • Train staff members the software used by the bank in conjunction with the U.S. Small Business Administration's Standard Operating Procedures as it pertained to Servicing and Liquidation.
  • Work Closely with various third parties to perform the required servicing and or liquidation tasks.  The primary third party focus in the south-east region were Attorneys and in the west were Title Companies.
  • Closely work with both internal and external auditors in addressing any questions pertaining to the management of the SBA loan portfolio.

SBA Loan Specialist, 06/1993 to 12/1996
MONTECITO BANK & TRUST – Santa Barbara, CA
  • Report directly to the Senior Vice President.
  • Support one SBA Loan Officer and three Commercial Loan Officers.
  • All facets of a loan were handled in-house, SBA Loan Specialist, responsibilities began with analyzing the application, spreading the financial information, followed by packaging, closing and servicing the loan.

GOLETA NATIONAL BANK – Goleta, CA
  • Provide administrative support to the Credit Administrator (i.e. CRA, loan policy and procedures, approved Appraiser list etc.).
