Project Management:

  • Directed facility and operational design for the department's newest and largest prison.
  • Oversaw the department's prisoner classification review with a focus on risk assessment, housing and program needs.
  • Managed complete correctional officer post assignment review for operational relevance, efficiency and relief factor adequacy. Resulted in the implementation of Blended Staffing and the elimination of more than 80,000 hours of post coverage and the cost avoidance of more than four million dollars. This was implemented without an increase in prisoner disciplinary incidents or assaults on prisoners or staff.

Human Resources:

  • Guided and reviewed personnel investigations and discipline through division directors and human resources staff. Monitored the process to insure actions were consistent and in compliance with department guidelines. Fairness and consistency were guiding principles when the current administration took office.
  • Oversaw correctional officer contract negotiations. This was essential due to previous arbitrated benefits which resulted in unsustainable personal leave accrual rates.

Staff Development:

  • Review and Reorganization of the Training Academy and its ability to meet the increased recruitment and training needs due to the department's new 1500 bed prison. Recruitment increased by 25%, the academy was expanded to incorporate additional trainers, and recruitment and hiring were added to the Academy's responsibilities. The academy's chief training officer was upgraded to the equivalent of Deputy Director and academy supervision was moved under the Deputy Commissioner.
  • Increased collaboration with the National Institute of Corrections was instituted for identifying and training correctional leaders of the future.
  • Analyzed the department's medical unit for efficiency and ability to meet the operational needs of the department.
  • Mentored directors of Institutions (jails and prisons) and Probation and Parole. This resulted in a more seamless transition between the institutions and field supervision and ensured consistent emphasis between the major divisions toward successful re-entry and reduced recidivism.

Operations Management:

  • Oversaw review and revision of Director's audit to conform with ACA standards.
  • Ensured Director's audit was completed annually and established multi-disciplinary team to complete all aspects of the Director's audit.

- Conducted staff investigations involving misuse of state time and equipment resulting in staff suspensions and staff termination.
