With a long and successful career serving customers and the public, I am continually amazed by the impressive abilities of staff and stakeholders to tackle challenging issues and assignments when provided balanced guidance and direction. It has been my privilege to inspire and direct my staff to exceptional effectiveness in my increasing roles of leadership. My Section has received the most individual and group performance awards in the Department and we are often tasked with some of the most challenging mission critical assignments.

I have routinely been assigned with sensitive and challenging assignments and consistently receive superior performance ratings. I frequently work collaboratively with senior and executive leaders at sister agencies, with regional and national counterparts, as well as a number of federal agencies. My experience extends to challenging negotiations with neighboring states and federal agencies, and addressing probing questions from various stakeholder groups and the press.

I work well in team settings and independently. I participate in and lead monthly programmatic meetings, and often lead technical working groups with state and federal agencies. Working groups that my staff and I are currently leading include developing a state-wide nutrient and harmful cyanobacteria bloom strategy, developing Total Maximum Daily Loads and watershed plans, and developing updated water quality rules and regulations.

Some other highlights of note are described below:

· I am assigned with managing the activities of the largest number of Clean Water Act (CWA) programs in the Mountain West and possibly the country with the fewest number of staff and still successfully meeting the same delegated responsibilities of larger state government organizations;

· Have been delegated additional program management responsibilities (the Wyoming Water Quality Laboratory) due to success rebuilding and directing the activities of assigned CWA and National Environmental Policy Act (NEPA) programs;

· Initially developed and then oversaw the completion of the first state-wide categorical Use Attainability Analysis using a geographic information system (GIS) to determine appropriate water quality standards for recreation uses on all mapped streams in Wyoming (USGS National Hydrography Dataset (NHD) 1:100:000-scale);

· Successfully Developed one of ten initiatives for the Wyoming Governor’s Water Strategy for Wyoming;

· Was appointed to the Colorado River Basin Salinity Control Forum and Council (CRBSCF) by Wyoming Governor, Matthew H. Mead in February, 2014 and continue in this role under Governor Mark Gordon after serving as an alternate member to the Forum and Council since January 2010. Three CRBSCF members are appointed by governors of the seven Colorado River basin states (Wyoming, California, Nevada, Utah, Colorado, Arizona, and New Mexico);

· Have been a part of the Bear River Commission (BRC), Water Quality Committee and Task Force as the State lead since 2007. The BRC is a governor appointed commission with supporting senior and management staff from Wyoming, Idaho, and Utah water quantity and water quality agencies. While the BRC is primarily tasked with managing apportionment of legally obtainable water to users in the three states, the Water Quality Committee and Task Force are responsible with coordinating multi-state monitoring efforts, addressing interstate water quality issues, and providing public education.

· With the onset of the latest proposed Waters of the United States rule, I was assigned with participating in EPA and ACWA sponsored state and public meetings, and with one staff member, developing the State's position and associated comments. This resulted in a number of meetings to align positions with the Governor's Office, Attorney General's Office and other effected sister agencies.

· At the Texas Commission of Environmental Quality, I was able to refine the processes for staff to conduct Pre-Treatment Program audits, and was able to reduce by more than half the number of Phase I MS4 permits that were stuck in the approval process.

· At Denton County, I was hired to develop and implement a Phase II MS4 Program. I shared my work at a series of North Central Texas Council of Governments meetings, resulting in a number of other Phase II communities using my plan as a template for their efforts, which ultimately resulted in my receiving the supervisor position at the Texas Commission of Environmental Quality.

· Because of my interest with human health and drinking water quality problems around the world, I helped to form World Wide Water Solutions, a (501(c)(3)). After helping to develop the organization, I was a board member from 2008 through 2015 and was the President from 2009 through 2015. WWWS works primarily in northern and southern India with established organizations to teach and train local leaders about water quality, water quality testing, hygiene, and how to build and install highly effective individual household water treatment systems using local materials.

· While in college, I joined the local volunteer fire department and became one of the first two paid part time EMS staff in an all volunteer department, except for a paid fire chief.
