Duties Summary- Supervise accounting staff to include daily tasks, performance evaluations, approve or deny leave, hire and mentor new staff, termination of staff, review and sign off on work, counsel and correct places of needed improvement, project planning, review and approve timesheets in the JD Edwards program, delegate testing assignments, set work schedules. - Collect delinquent Unemployment Insurance Tax and Wage reports and overdue taxes, interest and penalties associated with the aforementioned reports using the Nebraska Employment Security Laws and Federal and State Statutes. Work closely with Legal Department to ensure these laws are being enforced correctly and attend appeals hearings representing the Nebraska Department of Labor. -Collect overpayments and fraud payments from Claimants using the New GUS system, NEWorks and the PayPortal. - Verify and then start or stop collections actions with employers involved in bankruptcies verified in the PACER system. -Prepare all documentation needed for annual UI Tax Write off project (2019 was $63 million plus) to go the Governor for approval. - Make final decision in all payment plans with employers owing past due taxes to the NDOL. - Communicate through Outlook emails, Word produced letters, phone calls and face-to-face with Lawyers, CPA's, Accountants and multiple Law enforcement agencies and other State entities to enforce the NESL, Federal and State laws. - Act as the liaison between the NDOL and the IRS to ensure Federal codes are being interpreted and applied correctly to ensure the ability of the NDOL to receive and use Federal Taxpayer Information. - Develop and deliver training on the security and use of protected information of the Federal and State level using PowerPoint presentations. Ensure training is completed and recorded for audit verification. - Audit, verify and archive Security Logs for the NDOL and field offices. - Attend Seminars on new, changing and existing laws and procedures dealing with Unemployment Insurance Tax and the personal information associated with it. - Write Policy, Procedures and Business Rules on new or changing UI Tax Collections processes. - Partner in the development of the new TOP process for collecting delinquent taxes through the Treasury Offset Program. - Partner in the development of the new SITI process for collecting delinquent taxes through the State Income Tax Intercept program. - Partner in the development of the new Credit Card program for accepting credit cards for delinquent taxes - Test new or changing procedures in our computer Tax Management System. - Set Unit budget - review and approve phone records to ensure correctness and appropriate employee usage. - Initiate and update employer names and past due amounts on the Nebraska Wall of Shame for employers owing more than $20,000 to the Nebraska UC fund. - Terminate Employer liability for UI tax accounts. - Records Manager for UI Tax Department of the NDOL. -Develop processes, write procedures, and perform testing for new projects to include: -TOP- Treasury Off-set Program for federal interception of tax returns for delinquent taxes and overpayments -SITI- State Income Tax Intercept program for the interception of State tax returns for delinquent taxes and overpayments -The new Credit Card program for accepting credit cards for delinquent taxes -Point of Contact for IRS at Nebraska Department of Labor during IRS Reviews
