Operations Turnaround Coordinator is part of the T/A Planning Team and owns the Operations portion of the T/A Plan.
Participates in the development of the safety /environmental plan necessary for the T/A execution.
Leads work scope collection process and is a significant contributor to the scope challenge, risk assessment and selection process.
Responsible for scheduling addenda reviews prior to T/A steering team for approval.
Oversee the integration of all scope, including capital projects into our Shutdown, DECON & start-up schedule
Tracks all MOC’s relevant to the approved T/A scope to Ensure “Ready For Startup” prior to unit PSSR, and participates as the operations representative where necessary.
Participates in the development of refinery hydrocarbon plan for T/A – shutdown and startup.
Develops shutdown, decontamination, commission, startup time line that is fully integrated into the overall schedule and is resource loaded from a production stand point to ensure equipment delivery dates.
Review and assist maintenance planner with insuring that operations schedule is fully intergraded into the overall P6 maintenance execution schedule.
Work with maintenance T/A planners to Ensure maintenance completion and system turnover to operations is sequenced to facilitate unit commissioning and startup.
Coordinates all Isolation and Decontamination of Equipment for safe turnover
Ensures that the asset is systemized (fit for purpose) and is aligned with the T/A work process.
Develops isolation and blind requirements/lists for jobs in the approved T/A scope for the asset, insuring that isolation identified meets standing instruction requirements, and developing mitigations where needed.
Coordinates Decontamination Workshop to develop decon strategy for equipment in the approved T/A scope. Ensures development and proper review of procedures based on the approved strategy to ensure safe and efficient delivery of equipment in the approved scope.
Develops operations work packages relative to approved scope for assigned T/A asset.
Key player in the Turnaround Permit Planning Team (TPPT) that develops the T/A permit strategy (Duration, Timing, Resource requirements etc.) for the safe, efficient execution of the approved work scope.
Develops operations manpower needs for the T/A basis the resource loaded intergraded schedule.
Ensures all unit shutdown / startup / commissioning procedures are current for the T/A and the necessary review takes place.
Develops / Conducts all relative operations training and table top drills for assigned T/A.
Regularly engages and communicates updates to Operations shift teams and Day Staff throughout the T/A planning process prior to execution – including scope decisions, decon plans, resource needs, outage timing and duration.
Assures unit isolation is completed according to plan.
Assures unit blinding is executed according to Job Isolation packages.
Set shift by shift direction to the production leaders according to plan.
Assures operations turnover meetings are prioritized to meet the path forward and are aligned to the P6 plan.
Acting liaison between operations and T/A planning.
Conducts/Coordinates Process Safety Start-up reviews prior to commissioning of the asset
Follows the completion of PSSR items after startup from a T/A.
Populates future T/A workletter with deferred and discovery items from previous T/A.
Participates in post T/A reviews and archives all relative documentation for future use for assigned T/A asset, including capturing leanings as part of the “Flawless Process”.
Continuously works to improve performance and delivery of Production’s role in the T/A work process.
Works with respective Operations Maintenance Coordinator to identify potential opportunity work from the workletter should a T/A asset become available for maintenance between planned outages.
