SERT Training Unit (STU) Special Operations Instructor, 11/2014 - Current

1.      The STU hours are typically from 0800-1700 Monday thru Friday with Holidays off.  The STU staff must be available to answer or text via phone anytime of the day or night.  The STU staff may be needed to travel for extended amounts of time for training purposes.  STU staff is “on-call” 24/7.  At the direction of the SERT Commander STU is responsible for initiating a recall of all off-duty SERT Officers in the event additional assistance is needed.  The STU staff can also be temporally utilized to assist the shift if needed.   
2. Ensure that your all staff is conscientious and adheres to grooming standards, ensure that the proper uniform is worn and civilian dress codes are in accordance with policy in order to maintain a professional appearance within departmental guidelines.  
3. Check and respond to emails in a timely manner.
4. Review blotters and if applicable incident reports for:
a) Statistical purposes.
b) Injuries sustained by SERT officers.
c) Damage/broken/missing or stolen SERT equipment.
d) Damage/broken/missing or stolen county issued and non-issued equipment. (handcuffs, leg irons, flashlights, stab vest, ballistic vest, O.C., Tasers, etc.).
e) Damage/broken/missing or stolen county equipment from Detention Armories.                                                                                  
I. STU staff will investigate and appraise the chain of command of above incidents.                                                                              
II. Be responsible for the replacement of equipment damage due to normal wear and tear.                                                                            III. Obtain price quotes from vendors and assist supervisors in the coordinating the replacement of Damage/broken/missing or stolen issued county equipment due to officers negligence.
5. Ensure that your Facility Incident Reports are thoroughly reviewed to be clear, concise, and to the point. 
6. Ensure S.E.R.T. Annual Training Plan is prepare and approve by the SERT Commander two (2) months prior to its implementation.  Ensure the Annual Training Plan reflect all required S.E.R.T. training to be conducted throughout the twelve (12) months of the year.  Monthly training sessions will be conducted on different days of the week and attendance is mandatory for all members to remain in good standing.  Ensure the training plan is readily accessible to all SERT officers (posted in the SERT rooms or available via sheriff’s intranet).
7. Instruct/facilitate monthly schedule S.E.R.T. training ensuring all SERT officers maintain their training proficiency and are in compliances with our training standards. Conduct three (3) four (4) hour training sessions at various date/time of the month to accommodate all three (3) shifts.  Reserve the space/location where training is to be conducted. (Main Jail Multipurpose Room/Annex Multipurpose Room)
a) 1st Shift SERT Training (1530-1930)
b) 2nd Shift SERT Training (2330-0330)
c) 3rd Shift SERT Training (0730-1130)
8. Conduct S.E.R.T. Academy Classes yearly.  SERT Academy is ninety-two (92) hours minimum. This equates to five (6) hours per day for three weeks to include weekends.  
STU staff will:
a) Draft a memo for SERT try-outs announcement to be read at roll call (include the eligibility requirement and the physical fitness evaluation standards).
b) Conduct physical fitness evaluation of all prospective candidates.
c) Review all candidates 201 file, shift file, attendance records and inmate grievances.
d) Schedule/conduct IRB’s
e)      Coordinate with Command Staff their availability to attend SERT graduation f)       Reserved multipurpose room for SERT academy and graduation. g)      Submit a print request for student binders h)      Coordinate Law Enforcement Patrol Shotgun course with training academy instructors. i)        Submit Aramark refreshments F-12 j)        Review/update  syllabus and lesson plans k)      Coordinate with Shift Commanders SERT Cadets being excused from MOT l)        Coordinate uniform fitting/orders (cadet’s t-shirts/SERT uniforms).     9.      Critique, review, and assist with Policy & Procedures updates to enhance practical and tactical responses for SERT.    10.  Monitor Critical Incident Reports for SERT video recordings and initiate a report summary to the S.E.R.T. Commander when discrepancies are noted. Archive all SERT video’s and maintain a record of those videos. SERT video footage shall be maintained for five (5) years. SERT video files will be downloaded to a permanent secured location on the server designated by the BCSO IT department.  A secondary backup will be stored to an external hard drive.    11.  Review DVDs records for consistencies with reports.   12.  Investigate Civil Rights Violations when instructed per USC Title 42, section 1983.   13.  STU staff is “on-call” 24/7.  At the direction of the SERT Commander STU staff is responsible for initiating a recall of all off-duty SERT Officers in the event of a major incident and additional SERT assistance is required.    14.  Schedule and conduct annual “Recall” of all SERT officers for training purposes with multiple incidents in accordance with NIMS (National Incident Management Program). Analyze S.E.R.T. recalls practical training session for improvements.   15.  Assist in creating and updating a “phone notification” system for SERT re-calls and emergencies.   16.  Supervise S.E.R.T. training procedures and maintain S.E.R.T.’s skill levels.   17.  Responsible for the posting and distribution of S.E.R.T. Monthly training Schedules.   18.  Review and update S.E.R.T. lesson plans and S.E.R.T. related reports on all S.E.R.T. Academy Classes.   19.  Maintain a file folder on all individual S.E.R.T. members recorded training and certifications.  All SERT members files shall be maintain for a minimum of five (5) years.   20. Maintain records on all S.E.R.T. equipment and inventory control of all S.E.R.T. equipment.   21. Maintain a “custody” sheet/log on all DVD copies signed out.   22. Inspect and repair all SERT equipment, (i.e. vests, helmets, chairs, weapon systems.) Rotate equipment out of use when the expiration dates arise, especially the Grant items.   23.  Conduct weekly and monthly inspections of all armories/SERT rooms and maintain all inventory sheets for no less than two (2) years.   24. Have knowledge in the preparation and submission of General Fund and Fund 508 budget relating to STU.   25. Have knowledge how to properly fill out and submit Form 12 and additional documents as required (price quote, sole source etc.).   26. Coordinate with various venders and the business office the ordering, tracking and receipt of items order.   27. Have a working knowledge of Microsoft Access, Excel, Outlook, Power Point, Word programs. Must have experience in handling evidence for court and other agencies.   28. Review New Technology for possible incorporation into the BCSO Adult Detention Center SERT.   29. Maintain a professional relationship with the Criminal Investigation office of the District Attorney’s Office, the BCSO CID office and the Federal Bureau of Investigation, and other agencies.   30. Assemble training packets from monthly SERT training, specialty training and submit them to the training academy for submission to TCOLE.   31. Maintain inventory of all X26/X26P Taser’s, cartridges, DPM/PPM’s and the ordering and issuance of the Taser’s. Conduct preventive maintenance as needed.  Download of the Taser’s quarterly or when specifically requested.   32. Responsible for photographing and downloading images for training, evidence, policies, and scenarios.   33. Train SERT members and supervisors in the National Incident Management Program, (NIMS).   34. Maintain a record of all instructors’ qualifications (TCOLE instructors, Pepper Ball systems, O.C., and Taser.)   35. Conduct certification, recertification, and qualifications classes for use of specialized less than lethal weapons and chemical agents (X26/X26P Taser, O.C. chemical agent, 40MM, and Pepper Ball) for all officers assigned to detention.   36. Research, procure and distribute equipment necessary for enhancing the safety and security of our facility while maintaining a safe environment for all uniform officers, civilian staff and inmates.   37. Assist the BCSO Recruiting section in SERT display and participate in community related events.

Bexar County Sheriff's Office City, STATE, Assisted in restraining violent and unruly inmates. Monitored inmate behavior to prevent crime, escape attempts and other dangerous activities.
