The Senior Financial Analyst is a member of the Fiscal Grants Management team and is a liaison between the Department, grantees, subrecipients, and state and local entities. Primary duties of the Grants Administration Senior Financial Analyst is to maintain the management and facilitation of the fiscal operations for various grant programs and projects.

The Senior Financial Analyst is responsible for assisting the grants Financial Manager in the maintenance of the following programs and projects:

  • Early Intervention Service Coordination grant funded by state GRF as well as federal grant dollars made available through Part C of IDEA (CFDA 84.181).
  • Early Intervention Part C (IDEA) American Rescue Plan Act which provides federal supplemental funding to support early intervention and special education services.
  • ·Subaward, Social Service Block Grant, Title XX of the Omnibus Reconciliation Act of 1981. DODD is a pass-through entity that grants funding to County Boards of Developmental Disabilities to support early intervention, employment, information and referral, non-medical transportation, adult day care, and recreational services.
  • Centralized Grant projects supporting individuals with developmental disabilities that are competitive and sole sourced and that are funded through state GRF dollars.

Responsibilities

  • Assists in the development, organization and/or distribution as well as the finalization of DODD grant agreement packages, both federally funded and non-federally funded.
  • Collaborating with Program staff partners to assemble, review and analyze documents concerning grant agreements, budgets, and expenses.
  • Ensure each grantee’s financial reporting aligns with predetermined internal control systems through the review process of financial reports against established budgets.
  • Works with internal Compliance partners (Compliance & Monitoring staff) to fiscally monitor approved grants to ensure compliance with state & federal procedures prior to payment disbursements.
  • Assists in reviewing, analyzing, and evaluating the grants budget process which does include maintaining and analyzing original budget submissions as well as budget amendments and modification requests.
  • Maintaining and creating process guides for the Grants Management System (GMS) while also providing input and feedback on training documents prepared by others such as GMS project partners (IT, Developers, Training, Etc.).
  • Actively participates in business decision making regarding the development of the Grants Management System (GMS) which includes, participating in story development meetings, user acceptance testing (UAT) for key functions, production validation for key functions and assist with error/bug documentation.
  • Demonstrates intermediate to expert skills in Microsoft Office (specifically Word, Excel, and PowerPoint).
  • Performs weekly, bi-weekly, monthly, quarterly, and annual financial reporting such as reconciliations for grantee budgets and expenditures, grant project encumbrance tracking, grantee agreement tracking and monitoring, funding source disbursement tracking as well as various other reporting.
  • Coordinates cash drawdowns with internal/external entities.
  • Requests custom financial reports in various systems (GMS, OAKS BI & FIN).
