Responsible for the technical and administrative details concerned with the implementation and the management of 11 professional contracting specialists GS 1102 - 12 and one Keystone contracting intern. Provided technical analysis overview to other than small contractors, and Department of Defense buying activities to ensure they maintain and enhanced the competitive position to business concerns in contract awards at the prime and subcontractor level. Executed national small business policies designed for the maximum use of small business concerns to include all sub categories of women, Hub zone, service disabled veteran etc. Monitored the performance of major prime contractors in their respective geographic areas, and provided input and oversight of programs progress towards meeting contracted SB goals. Performed contract administrative tasks as the supervisor to assist my subordinate staff and management. Created and helped to develop metric and performance measure to track small business performance for staff and each of their small business program portfolios.
Provided customer based small business focus needs of the Office of Small Business Programs at DCMA. Developed and presented workshop training for small business specialist on my staff in all aspects of small business subcontracting, the small business laws and current regulations. Held meetings/overviews, briefings with senior executive staff and directors of the major buying command of Navy Marines and Defense Logistics Agency. Signed master subcontracting plans that adhered to the FAR and DFARS regulations for small business subcontract and addressed the commercial and non-commercial procurement buys of the various agencies. As a warranted Administrative Contracting Officer, I signed and approved contractual documents that bind the government into subcontracting agreements. Created and implemented overall plans for accomplishment of assigned division activities by assignment of individual contracts, to staff that numbered approximately 1,000 a year, grants and agreements and other transactions (OT) approximately 57 a year. Issued assignments, established priorities as required, for metrics analysis, SAM and eSRS implementation.
Planned and directed complex administrative and technical efforts of the division which ensured the Procurement Technical Cents and the Native American programs were managed correctly and in accordance with Congressional oversight. Worked with the FIOA and public affairs officers to ensure the correct and accurate data of small business metric and performance was submitted.
Directed initiatives to govern the small business programs, such as the eSRS, corrective action program, and small business management tools to maximize subcontracting opportunities for small businesses consistent with the stature, Executive Orders, DOD policy and DCMA mission. The result of the initiative was measured by the DCMA performance against its small business goals monitored at the highest level in DCMA, DOD Congress and at the White House.
Developed a positive working relationship with the Small Business Administration's CMR and PCR in the local regions of all of my contractors to ensure they were a part of the overall working team, for the performance of small business subcontracting.
I developed and created working relationships with the local large business community and participated in their communities, outreach and meetings to ensure the other than small, large, non for profit, and banking community understand the DoD contracting and goals for small business concerns.
