  • A unionized petrochemical facility with 200 direct employees located within an Environmental Justice Community.
  • Reporting to the facility Health, Safety and Environmental Manager, responsible for general air compliance for a major source of HAPs including Title V compliance and reporting, air permitting, and specifically managing compliance programs regulated under the NSPS NNN, III and RRR, HON, MON, RICE MACT, Boiler MACT, and Combustor MACT.
  • Manage the facility’s stack test program for both HON and NSPS compliance demonstrations.
  • Responsible for routine reporting for all air compliance programs listed above, the annual emission inventory and greenhouse gas reports.
  • Manage the plant’s industrial wastewater pretreatment program as well the NPDES program.
  • Provide backup support for the facility’s RCRA program including Part B permit compliance and serve as a signatory for hazardous waste manifests as needed.
  • Function as the plant’s environmental SME for the Management of Change program and capital project development.
  • Maintain a working relationship with Philadelphia Air Management Services, PA Department of Environmental Protection, the Philadelphia Water Department and the Environmental Protection Agency.
  • Serve as the facility’s Radiation Safety Officer.
  • Accomplishments Compliance Operating System Development: Developed a spreadsheet that is automatically emailed twice daily with flagged leading indicators that are used for personnel to take action prior to an environmental excursion.
  • This has resulted in a reduced amount of non-compliances with air and wastewater reported from 2019 to 2020.
  • Successfully and Swiftly Obtained Permit for Operational Flexibility: During the initial onset of COVID, the plant lost a customer for its lower grade phenol product.
  • Through maintaining a positive relationship with the regulatory agency, I was able to secure a temporary permit while developing the long-term permit so that plant was able to sell its lower grade product without having a business loss or product storage issues.
  • Wastewater Excursion Reduction: By prioritizing wastewater issues and putting together a team of engineers, the plant was able to reduce its wastewater violations through process improvements, more frequent preventative maintenance activities, and early indication reporting.
  • The plant has not had an issue regarding wastewater excursions since July 2019.
  • Sustainability Report/Metrics Development for the ACC: I was able to be an integral member of the company’s launch of their sustainability program.
  • With the assistance of consultants, we performed a materiality assessment, worked on a company sustainability plan and issued the first sustainability report.
  • We also developed a program to assist in metric reporting to the American Chemistry Council.
  • The program has grown each year since its inception in 2018.

  • Reporting to the refinery Environmental Manager, responsible for day-to-day air compliance issues at the refinery.
  • Served as the LDAR program coordinator regulated under NSPS VVa, a consent order and NJ state LDAR regulations with 7 fulltime contractors reporting to me.
  • I managed the CEMS program with over 20 sources including submitting quarterly reports in a timely manager and facilitating quarterly CEMS audits and annual RATAs.
  • I also coordinated and ran all the required stack testing at the refinery.
  • Accomplishments LDAR Database Software Program Switch: Successfully switch the refinery LDAR database from existing software without losing time or data to newer more enhanced software program which allowed for better internal reporting and LDAR performance.
  • Third party audits had minimal if any findings.
  • CEMS Notification Reporting: Prior to my arrival at the refinery, there was a problem with CEMS downtime, most notably on the GC CEMS.
  • With the assistance of the reliability engineer, we were able to utilize an equipment vibration program and apply it to the CEMS DCS tags.
  • The program would send out emails and alarms for calibration failures and depletion of downtime allowances.
  • We went from consistently reporting CEMS downtime excursions to mostly eliminating the problem, with a few extreme exceptions.

  • I completed NPDES permit renewals for a polypropylene facility in WV and an ethanol facility that was converted from an old brewery in NY.
  • Prepared initial GHG monitoring plans and analyzed and implemented RICE MACT requirements at multiple facilities.
  • I also managed three refineries remediation system Operations and Maintenance program for a year.
  • Accomplishments Ethanol Plant Startup: I was apart of the environmental team that worked on converting an old Miller brewery to an ethanol plant.
  • I worked with the NYSDEC to ensure stormwater permits were secured.
  • I also assisted regulatory applicability with some storage tank product conversions.
  • GHG Monitoring Plan Development: Developed two initial greenhouse gas monitoring plants for facilities in PA and OH.
  • Worked closely with plant staff at each facility to understand the current sampling and preventative maintenance schedules and made adjustments to facility maintenance and sampling to ensure compliance with the new regulations.
  • RICE MACT Applicability: Worked with plant staff at two chemicals plants to obtain an engine inventory and apply the applicable new RICE MACT standards to the engines.
