Prepare or oversee the preparation of detailed financial, technical, statistical, analytical, operational and administrative reports as required using a variety of software applications. Analyze, recommend and implement improvements to existing policies, procedures, and systems to maximize the use of accounting data in the development of budgetary or other fiscal plans. May make budgetary or other financial recommendations on necessary adjustments to meet key objective and responsibilities. Establish and maintain comprehensive fiscal processes, procedures and controls in accordance with federal, State and local regulatory requirements. Prepare, justify and monitor and review departmental budgets based on staffing and resource requirements, cost estimates, department/division objectives and departmental goals. Coordinate budget preparation activities within assigned department or countywide functions to meet deadlines and requirements for submission to the Board of Commissioners. Recommend a strategy to allocate resources to accomplish goals within revenue resources available or to address budget issues. Make recommendations to address long range funding plans or funding reductions; implement decisions made by executive level. Perform related activities such as: projecting staffing needs and revenue availability; monitoring and analyzing fund expenditures and revenues for operational planning; projecting program costs and reviewing trends in receipts, disbursements etc; performing audits as necessary; developing and preparing budget guidelines, procedures, instructions, and forms.

Communications: Plan and implement various projects relating to communications, financial transparency and performance reporting for affiliate associations.
