I determined the Navy's workforce requirements to sustain a combat ready force and maintain oversight of the 719K billets in the Navy's 5,853 UIC's. Produced sea and shore manpower documents, established and maintained enlisted skills (NEC's and ratings).
As the Functional Area Manager for the Maintenance Division, I planned, trained, scheduled and assigned work based on the technical difficulty of the task and the capabilities of the task for the 7 assigned analysts.
As the program manager for Facilities Maintenance, NAVSEA Preventative Maintenance System, and Ships Maintenance and Material Management. I provided technical direction ans oversight in the planning and production of manpower studies for Ships and Fleet staffs on an adhoc basis, utilizing established manpower regulations, measured program effectiveness, created manpower policy changes, created complex operating procedures, structure and functions of organizations with interrelated work process that directly affect manpower requirements, and negotiated with complex Budget Submitting Office requests and requirements.
I provided input for annual travel, study budgets, Program Objective Memorandum (POM) annual process, and project qualitative/quantitative cost analysis for determination of the greatest gain projects to consider for completion. I reviewed the Navy's Authoritative Single Manpower Program of record and Total Force Manpower Management System (TFMMS) Activity Description (AY) packets for pertinent information related to Manpower changes and requirement's by fleet units.
I provided manpower consulting and negotiating services to various contractors and DOD Acquisitions divisions such as NAVAIR, NAVSEA, JJMA, Missile Defense Agency, Littoral COmbat Ship and DDG 1000, Program Office and Various other Program Managers and Staffs' throughout the Navy and DOD.
I planned and directed the quality assurance reviews of Preliminary, Draft and Final Ship and Fleet Manpower Documents in order to determine if Local and OPNAV policies and guidelines have been applied and followed consistently throughout the navy; this ensures the correct signal is sent to NPC via Total Force Manpower Management System (TFMMS) in order for the detailer's to be able to have the right sailor in the right place to support the mission at the right time.
I was the NAVSEA Preventative Maintenance System database manager. I analyzed and determined manpower impacts for over 2300 units utilizing 4.2 million maintenance requirements each quarter and conducted occasional special study impacts for various projects involving corrective, preventative, and facilities maintenance.
I routinely provided written reports with statistical analysis and models of my studies to Manpower Management Officers. These reports also contain cause and effects for manpower increases and decreases and if required, recommended corrective actions. I provide point papers on the utilization of manpower information systems and programs to ensure the maximum utilization potential for the Total Force Policy.
I planned, performed and participated in work measurement studies to determine manpower requirements and to assist in improving various units workflow to help make the unit as efficient as possible. As team leader for manpower validation/efficiency reviews, i directed and supervised analysts in collection of data, interviewing of personnel, conducting computer surveys and the interpretation of watch station standards to include, planned maintenance, facilities maintenance, corrective maintenance and CNO directed requirements prior to the implementation into TFMMS.
I planned, scheduled and coordinated Temporary Additional Duty (TAD) assignments for military personnel, ensuring Orders were processed and all items related to Defense Travel Systems (DTS) are in accordance with regulations.

As Ships Superintendent I provided Fleet Maintenance Activity (FMA) support for submarine and surface ships operating in a forward deployed Naval Force environment providing continuous mission capabilities and maintaining qualified expeditionary workforce to support missions.
I trained a 67 shop FMA in time keeping and maintenance availability supervision which decreased lost man-hours by 81% and increased accountable production man-hours by 400%
